RTI is seeking for some personnel

RTI is seeking for some personnel for a U.S. Agency for International Development (USAID) funded project entitled "Scaling Up for Most at-Risk Populations: Organizational Performance (SUM II)." The SUM II project will focus on:
1. Providing targeted assistance in organizational performance required to scale up effective, integrated HIV/AIDS interventions that lead to substantial and measurable behavior change among most at-risk populations (MARPs).
2. Providing and monitoring small grants to qualified civil society organizations to support the scale up of integrated interventions in "hotspots," where there is a high concentration of one or more MARPs and high-risk behavior is prevalent.

Vacancies available :

1. Monitoring and Evaluation Officer

Responsibilities: Under the direction of the Chief of Party, the Finance and Administrative Officer will provide assistance and support to the project as follows:
• Manage all finances and administration of the project and ensure compliance with RTI and donor organization financial and accounting policies and procedures.
• Oversee preparation and submission of monthly financial statements (including expenses, receivable and payables).
• Ensure timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the US.
• Prepare monthly, quarterly and annual expenditures and prepare pipeline estimates for the project.
• Prepare biweekly cash requirements, monitoring cash flow and reconciles cash accounts in order to maintain appropriate cash balances.
• Oversee human resource management, procurement, payroll administration to the project.
• Provides technical assistance as required to build capacity of local partners & grantees.
• Reviews technical and financial proposals from local NGOs/CBOs including negotiating annual budgets, and reviews grantee financial expenditure reports for accuracy and adherence to the SOW and budget.
• Implements and monitors cost effective and efficient systems and procedures.
• Supervises administrative and financial support team members.
• Perform other duties as assigned.

Qualifications:
• Masters Degree in Public Administration, Accounting, Finance, or related field and at least 6 years of experience (OR Bachelor (S-1) degree and at least 10 years of experience) in financial and administrative management of country specific programs focused on HIV, including experience in the management of USAID-funded projects;
• Knowledge and skills in monitoring and evaluation of HIV and capacity building for AIDS servicing NGOs is desirable;
• Track record of overseeing effective grants/subcontracts management to achieve project objectives is required;
• Must possess strong understanding of USAID grants and contracts policies and regulations;
• Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary;
• Must possess excellent oral and written communication skills and fluency in English and Bahasa;

2. Grants Manager
Responsibilities:
Under the direction of the Finance and Administrative Officer, the Grants Manager will provide assistance and support to the project as follows:
• Oversees grants management process & subcontracts for local organizations, including grant compliance with USAID regulations, oversight of funding obligations, administrative management, grant applications and selection processes, development of grants manuals, eligibility requirements, and technical review committees.
• Ensures that local government and civil society organization grantees are able to manage their grants efficiently and transparently in compliance with USAID rules and regulations.
• Maintains financial management files for grants and ensures audit trail for all necessary grant documentation.
• Ensures timely financial disbursements, compliance with grants financial management policies, monitors all grant expenses, provides regular updates on grant status.
• Provides technical assistance as required to build capacity of local partners & grantees.
• Implements and monitors cost effective and efficient systems and procedures.
• Negotiates and execute grants, and ensure post-award management and close out.
• Perform other duties as assigned.

Qualifications:
• Masters Degree in Public Administration, Accounting, Finance, or related field and at least 3 years of experience (OR Bachelor (S-1) degree and at least 6 years of experience) in financial and administrative management of country specific programs focused on HIV
• Knowledge and skills in monitoring and evaluation of HIV and capacity building for AIDS servicing NGOs is desirable;
• Proven track record of overseeing effective grants/subcontracts management to achieve project objectives is required;
• Must possess strong understanding of USAID grants and contracts policies and regulations;
• Strong financial management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary;
• Must possess excellent oral and written communication skills and fluency in English and Bahasa;

3. Provincial Coordinator
Candidates who reside and have work experience in DKI/Jakarta, East Java, Central Java, West Java, Papua, West Papua, Riau Islands, or North Sumatra are especially invited to apply.

Responsibilities:
Under the direction of the Chief of Party (COP), the Provincial Coordinator will provide assistance and support to the project as follows:
• Serve as the project's technical and managerial representative at the provincial level. Maintain close contact with Jakarta-based project headquarters staff, and provide timely technical and financial reports;
• Provide professional support in the coordination of all project-led activities in the province, may require frequent travel to district level;
• Provide capacity building technical assistance to Indonesian civil society organizations (CSOs) and local government staff and institutions in their efforts to improve the HIV/AIDS services for populations at risk.
• Provide assistance to project leadership with planning, coordination, and implementation of project activities;
• Develop effective working relationships with local government officials working in HIV/AIDS and health, and keep government counterparts informed about ongoing project activities in the province;
• Facilitate partnerships and linkages between CSOs and local government bodies;
• Prepare Provincial Office work plan to be consistent and integrated with overall project work plan, and update as necessary;
• Prepare periodical progress reports and submit to project headquarters, as requested;
• Attend coordination and planning meetings with COP and other project advisors, as requested;
• Provide other related duties as assigned by the COP.

Qualifications:
• A minimum of Bachelor (S-1) degree. Masters degree in Public Health or related area preferred;
• Minimum 5 years working with local government and/or civil society organizations;
• High degree of adaptability to varied working environments and good interpersonal skills;
• Able to maintain good relationships with government agencies/institutions at all levels, Non-Government Organizations (NGOs), and Civil Society Organizations (CSOs);
• Experience in implementing a USAID-funded project is highly desired;
• Good command of English and fluency in Bahasa Indonesia;
• Good computer skills, including internet and email.

4. M&E Officer

Responsibilities:
• Provides oversight for project results reporting & management in collaboration with COP & project technical staff
• Provides M&E technical assistance in capacity building for local partner organizations
• Ensures successful implementation of performance monitoring plan
• Ensures achievement of and accurate reporting on project milestones
• Produces performance monitoring reports and other summaries requested by the Project Director and the client
• Undertakes analyses of monitoring data to derive lessons for improvement and make recommendations
• Oversees performance monitoring reporting associated with project close-out
• Develops standardized reporting, performance monitoring, and evaluation among partners

Qualifications:
• Masters degree in management or research related fields from an accredited university.
• Minimum of 3 years experience designing and managing country specific programs focused on monitoring and evaluation of non-governmental organizations/community based organizations (NGO/CBOs).
• Knowledge and skills in HIV service delivery for MARPs, monitoring and evaluation of HIV and organizational capacity building in Indonesia is desirable.
• Demonstrated ability to work effectively, responsively, and collaboratively with USAID, government counterparts, other funding organizations, public and private cooperating country organizations and institutions required.
• Demonstrable analytical skills and experiences to measure the health impact of the project's activities required.
• Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
• Must possess excellent oral and written communication skills and fluency in English and Bahasa Indonesia.

5. Senior Technical Expert(s): Indonesia HIV/AIDS Program

Responsibilities:
• Actively participates in work planning, implementation, and reporting of program activities.
• Provides technical assistance (TA) to local implementing partners, including (but not limited to) providing technical assistance on HIV prevention, care and treatment for MARPs, organizational capacity building and training for civil society organizations, IEC materials development /campaigns, etc.
• Coordinates and collaborates with other stakeholders, including national, provincial, and district/municipal-level AIDS commissions and key ministries, and other donor-supported programs, particularly other USG funded programs.
• Participates in relevant HIV/AIDS prevention coordinating structures/technical working groups.

Qualifications:
• Masters degree in Public Health or relevant social science field from an accredited university.
• Minimum of 5 years experience designing and implementing projects focused on providing technical assistance on HIV prevention, care, and treatment for MARPs and/or organizational capacity building in Indonesia required.
• Demonstrable skills and experiences in working with HIV/AIDS programming, particularly prevention and health systems strengthening required.
• Must have a firm command of behavioral prevention, clinical health systems, policy, and other issues related to targeted interventions for HIV service delivery for MARPs.
• Knowledge of most recent PEPFAR indicators and experience working with USAID programs preferred.
• Demonstrated ability to work effectively, responsively, and collaboratively with USAID, government counterparts, other funding organizations, public and private cooperating country organizations and institutions required.
• Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
• Must possess excellent oral and written communication skills, and fluency in English and Bahasa Indonesia.
