JOINT NEED ASSESSMENT (JNA) PROJECT MANAGER

The Emergency Capacity Building (ECB) Project Phase II was launched in July 2008 by six agencies of the Inter-agency Working Group (IWG) on Emergency Capacity: CARE International, Catholic Relief Services, Mercy Corps, Oxfam GB, Save the Children and World Vision International. The goal of the ECB Phase II project is to improve the speed, quality and effectiveness of the humanitarian community's emergency preparedness and response by building capacity at the field, global organizational and humanitarian sector levels for staff development, accountability and disaster risk reduction.

ECB Indonesia is now hiring a JOINT NEED ASSESSMENT (JNA) PROJECT MANAGER to be based in Jakarta with frequent travels to both domestic and overseas.

The JNA PROJECT MANAGER will be based in Save the Children Indonesia and will report to Emergency Program Manager of Save the Children Indonesia.

The JNA PROJECT MANAGER will have the following responsibilities:

1. JNA Database development
   • Facilitate ECB Indonesia in developing the framework for finalization of the JNA database system including review the      recommendations made in past JNA meetings.
   • Selecting database consultant, working with the database consultant in finalizing the online/offline JNA database      system, design database reporting structure, testing the database with the ECB Consortium members
   • Representing ECB Indonesia in ECB global events (on-site and online) relating with database development.

2. Training and Methodology
   • In coordination with key stakeholders, develop a training methodology for both use of database and also for data      collection, data entry and analysis
   • Engage ECB Country Directors, ECB Focal Points and ECB Field staff plus UN agencies (notably OCHA), BNBP, government      bodies, local NGO's and other INGO's (incl CBHA)  organizations in training on the use of the database, methodology,      data collection, data entry and analysis

3. Coordination and Liaison
   • Play the role in facilitating, Coordinating, Soliciting feedback, sharing/learning among ECB Indonesia members and      between ECB Indonesia and ECB Consortia/external stake holders ((UN agencies-notably OCHA, BNBP, government bodies,      local NGOs and other INGOs) relating to JNA products.
   • Act as the focal point with interested global partners, not only communicating regularly with ACAPs (assessment      capacities project) and the NATF (needs assessment task force) but also feeding information from these initiatives      back into a) ECB in Indonesia (via the Field Facilitator and CRS as lead agency), b) other ECB consortia as      appropriate, c) ECB AIM adviser group and d) ECB Project Staff

4. Socialization
   • In coordination with key stakeholders, lead on the development of protocols around the JNA approach ensuring that      roles and responsibilities of stakeholders are clearly identified
   • Facilitate the engagement of the ECB Indonesia consortium members in using the JNA for emergency response
   • Capturing and documenting lessons learned from the process of the finalization of the JNA tool in order to share      within not only the ECB network but also with other interested parties
   • Hold key events where the JNA approach is socialized in Indonesia

Other tasks
- Developing and submitting report, Organizing ECB Indonesia events,  conducting M&E relating to the JNA
- Be familiar with the NATF Guidelines for Assessments in Emergencies and lead any discussion/application within the      consortium as relevant with the support of the Field Facilitator.


QUALIFICATIONS:
1. Broad experience and strong skill in information and technology especially the development of database online and    offline system
2. Experience and thorough understanding of the emergency needs assessment process and analysis, tools and system    development
3. Strong program development and management skill, including project planning, report writing, and monitoring and    evaluation.
4. Excellent facilitation, negotiation and diplomatic skills
5. Experience in development and implementation of capacity building interventions
6. Good knowledge and relation with the Indonesia government structure and system, UN, INGO, NGO, etc
7. Proficiency in English speaking and writing
8. Demonstrate good initiative and leadership capacity
9. Excellent interpersonal skill
10.At least undergraduate degree (S1) on Information Technology (desirable but not necessary)

If recruited, the JNA PROJECT MANAGER will be hired for a period of 15 months from July 2011 to September 2012, however the employment contract will be reviewed and renewed on an annual basis subject to performance.
