TERMS OF REFERENCE*

*Background*

The Micronutrient Initiative (MI) is an international not-for-profit
organization that works to ensure the poor – especially women and children –
in developing countries get the vitamins and minerals they need to survive
and lead productive lives. We work in partnership with governments, the
private sector and civil society organizations to address this serious
problem that affects one third of the world’s population. MI is governed by
an international Board of Directors, and works in Asia, Africa, Latin
America
and the Middle East reaching people in over 70 countries. With
headquarters in Ottawa, Canada, MI maintains regional offices in New Delhi,
India and Dakar, Senegal that manage our country offices in Asia and Africa.
In Asia, MI is actively involved in combating micronutrient deficiencies in
developing countries including in Indonesia.

The MI has been working in Indonesia since 2006 with core funding support
mainly from the Canadian International Development Agency. As part of our
MI’s five year strategic plan MI plans to expand and diversify its funding
base. The funding sources include the private sector, foundations and other
agencies/organizations. To achieve it targets to grow programs and funding
sources MI plans to undertake a systematic analysis of available donors in
country who would be interested to fund programs addressing micronutrient
malnutrition.


*Objective*



The key objective of this assignment is to identify available donors in
country who would be interested to fund programs addressing micronutrient
malnutrition.

*Specific Tasks*

1. Review documents on MI RX and partnership policy and strategy, and
MI’s Five-years Strategic Plan (2008-2013);

2. Collect and review country assistance documents (or similar documents)
of various bilateral and multilateral donor agencies working in Indonesia;

3. Identify the donors that have proposed to assist in health and
nutrition
sector (including HIV/AIDS) as well as in other sectors,
emergencies (child survival), women’s health, livelihoods and poverty
reduction
(agricultural processing), etc.;

4. Identify (particularly for key donors) projects that are in design
phase as well as upcoming program design or appraisal missions where MI can
possibly contribute;

5. Meet related officials of these organizations, to obtain information
on their priority areas, budget allocation, modalities of funding, their
partnership with executing and implementing agencies.

6. List donors whose policy and programs are aligned with that of MI and
with whom there is a potential for MI to approach for resource expansion and
partnerships.

7. Draft report as per outline provided in Annex 1.

8. Finalize the report after incorporating comments/suggestions from MI.



*Inputs from MI*

· Documents on MI RX and partnership policy and strategy, and MI’s
Five-years Strategic Plan (2008-2013);

· A letter addressing donors providing MI’s background and current
programs and purpose of the meetings.

· Comments/suggestions on the draft report.

*Expected Outputs*

· Report on RX opportunities for MI in Indonesia.

o The report will include recommendations on how MI may approach each
potential donor agency for funding considering MI Indonesia’s status,
policies of Government of Indonesia on foreign aid and health sector
development, and policies and programs of these donor agencies.

*Timeframe*

The assignment will of about 25 working days. It will be effective
immediately after signing of a consultancy contract between the consultant
and MI.

*Budget and Payment Schedule*

To be provided.

Payment will be made after satisfactory delivery of the final report and
upon receipt of an invoice.


*Qualifications*

Have at least 10 years experience on related subject

Very good Proficiency in English and Bahasa for writing and editing reports
