Position Title : Environmental/Construction Engineer (ECE)
Reporting to : Program Director, South Sulawesi
Background
The Healthy Markets Program (HMP) is an AusAID funded initiative operating in Makassar to reduce the risk of Avian Influenza (AI) being spread from the poultry sector to humans at the traditional market setting. HMP works closely with market stakeholders, government authorities, vendors and customers of the market to raise awareness of the transmission risks and behaviors that contribute to the spread of AI.
Building on the goal of HMP, one objective is to improve the infrastructure at the live bird slaughter and selling areas at two traditional markets in Makassar. In addition, training and advice is provided to vendors and market managers to inform and educate on sanitation and waste management issues within the broader market community.
The ECE will work with the HMP team to identify and document environmental health risks in traditional markets and slaughterhouse(s) in which the HMP is working in Makassar. The focus of the ECE role is to monitor the construction and promote “healthy markets” improvements in the infrastructure and hygiene, water and sanitation, drainage , wastes disposal and biosecurity measures and practices in the markets.
Scope of Work
In line with the HMP Annual Plan until June 2010, the ECE will:
1. Closely monitor work by contractors and companies for progress and quality in implementation of renovations and installation of innovative and environmentally friendly technologies at Sambung Jawa (SJ) and Panakukkang (PKK) markets.
2. Conduct ongoing site assessments at target markets and provide advice to market managers for simple improvements of traditional markets as relates to wastes management, water, drainage, sanitation and biosecurity.
3. Work with the management team and advisors to design learning opportunities for local governmental regarding principles of water, sanitation, waste disposal, storage, and practical application at traditional markets.
4. Liaise with the Community at the slaughtering facilities at Lambogo in regards to ongoing composting possibilities and the potential for rolling out the composting units on a larger scale.
5. Working with the Contracts Manager, monitor small scale refurbishments at each of the Incentive Fund recipient markets.
6. To work closely with the BCC team and the Institutional Capacity Development Manger to design technical in-services related to sanitation, hygiene and wastes collection training for the vendors and market customers.
7. Working with the target markets (SJ and PKK) and the city waste management agency, develop sustainable waste management systems. This includes investigating possible links with relevant agencies and organizations to facilitate the development of a sustainable waste management system.
8. Other duties as requested by the Program Director HMP.

Requirements/Experience
The ECE must have relevant experience in monitoring the construction of buildings with an interest in sanitation and waste management systems. Previous experience working within a policy environment will be viewed positively including an understanding of the Healthy Market and Healthy City initiatives. The ECE should be able to demonstrate a sound understanding of the development of low cost sustainable waste management systems in a complex environment. The ECE must have good communication skills to work with senior levels in government and within a multidisciplinary team with the ability to liaise and network with a range of service providers, including market managers and private sector organisations. Sound financial skills are also required for the monitoring initiative budget.
Tertiary qualifications in civil engineering with a strong interest in environmental and waste management or environmental engineering with experience in construction monitoring are essential. Fluency in Indonesian and English is a requirement of the position. The ECE must be motivated team member and with a flexible working attitude.

Based in Makassar, a six month full time position (with probationary assessment at three months). Anticipated commencement early mid- late December 2009.
