CRS Indonesia is an international non-governmental organization working in the relief and development in Indonesia. We are now responding to the emergency in Padang therefore we are seeking a potential candidate to fill in the position of:
Field Office Finance Coordinator (FOFC)
To be based in Agam, Padang
Primary Responsibilities:
Providing overall leadership, guidance and supervision to the Finance Department of the offices of Agam and Padang, regarding accurate financial information, management reports and budget management, ensuring the compliance to financial policies, procedures, and donor requirements, and developing a good working management system within CRS/ID Country Program and Field offices.
This position will report to Field Office Management Quality Manager with dotted line to Indonesia Finance Manager. S/he will supervise Finance officer(s) based in Padang and Agam.
Position Responsibilities (key tasks):
General Supervision:
1. Manage and supervise the activities of the Finance Department staff in each of the field offices of the CP and ensure strong and positive team dynamics.
2. Coordinate preparation of yearly performance plans and development plans for Finance staff and make sure they are consistent with the agency's finance objectives.
3. Coach members of Finance staff discussing staff performance in relation to set performance plan and agreeing ways of improvement.
4. Participate in management meetings and report on finance issues and get views from management on issues to be addressed by the finance department.
5. Maintain good working relationships with programming department, partners and other parties as required
Financial planning and monitoring:
1. Manage the quarterly cash forecast process and decide the periodical cash flow requests needed from HQ.
2. In coordination with Indonesia Finance Manager supervise the Field Offices' cost allocation process ensuring that all shared costs have been captured in the special donor source codes.
3. Provide technical assistance to finance staff.
Accounting, Audit and Taxation:
1. Review and verify financial transactions, documents and financial statements of the agency ensuring their integrity and compliance with policies, regulations and generally accepted accounting principles.
2. Participate and supervise timely submission of monthly and financial reporting to CRS office in Jakarta.
3. Work in addressing of all issues on prior month financial report feedback before closing the following month.
Management Information System and communication:
1. Provide management guidance and recommendation on areas involving finance, accounting, budgets.
2. Develop a system of periodical reports to higher management and program staff for effective decision-making.
3. Communicate relevant finance issues with the field office management and Jakarta office
4. Contribute to the improvement of the coordination between Finance and Programming departments and promote teamwork among the departments.
Donor Reporting and Contracts Management:
1. Ensure that all agreements are properly managed through sound filing systems (Both soft and hard files).
2. Ensure timely and accurate donor reporting in accordance with terms of the signed agreements as per Indonesia Finance Manager's instructions.
3. Ensure timely collection and proper recording of local cash grants.
Financial Management
1. Provide technical and managerial support in all aspects of finance to both CRS staffs and partners particularly on grant regulations and guidelines of various donors.
2. Assist in the recruitment and selection of key finance positions for field offices.
3. Responsible for production of monthly project advance analysis and obtain explanations for any overdue liquidations.
4. Ensure smooth and timely financing of partners, by implementing sound treasury management policies and procedures.
Policies and procedures, Audit:
1. Ensure that CRS financial policies and procedures are understood and are adhered to by all staff.
2. Ensure that updates and changes in the policies and procedures are always communicated to the finance and other departments' staff and that they understand them.
3. Lead the efforts to formalize procedures for various administrative and finance functions such as requests for advances, payment to vendors, payments to field offices, payment to project holders, and so on.
4. Ensure that all finance staff, adequately and promptly prepare the information for internal and or external auditors;
KEY WORKING RELATIONSHIP
Internal: Filed office MQ Manager, Finance Department staff in country, Head of Programming, Emergency Team, Country Team Leader.
External: CRS Partners' finance and other staff, vendors, government officials as applicable, others.
QUALIFICATIONS
1. Masters degree in Finance, Accounting or Business Administration or equivalent in professional qualification or in experience.
2. Minimum of 3 years experience in senior finance position. International non-profit organization experience will be an added advantage.
3. 3 years experience in the effective supervision of personnel in multi-cultural setting
4. Very good understanding of general accounting principles and practices, audit processes, internal control systems.
5. Familiarity with US Government regulations is desirable.
6. Proficiency in using computerized accounting packages, preferably Sun Systems, MS Excel, MS Word, and MS PowerPoint.
7. Proficiency in English (speaking, reading & writing)
