Médecins du Monde is an international humanitarian organisation
whose mission is : to provide medical care for the most vulnerable
populations when they are faced with crisis or exclusion from
society, the world over, including France, to stimulate
voluntary commitment from doctors, other health care providers, and
from those whose expertise in other fields is needed for its
activities, to enlist all competent support required for the
achievement of its projects, to seek at all times to encourage close
working relationships with populations in its care. based on its
medical practices totally independent action, Médecins du Monde :
identifies potential crises and threats to health and dignity so as to
help prevent them, mobilises non medical assistance for solidarity
campaigns denounces and bears witness to violations of human rights,
especially denial of access to health care, develops new approaches and
new practices for public health internationally, based on respect for
human dignity, commits itself to a relationship of total transparency
with donors, campaigns for establishing humanitarian medical principles
based on ethics of accountability.
Médecins du Monde France has been running programs in Indonesia since
1998, first in North Maluku and in Papua. The country strategy is to
focus on access to primary health care for the most vulnerable
population in the urban context and to intervene among communities
living in remote areas and in cultural or development transition.
One program is currently implemented:
“Primary Health Care and Infectious Diseases Prevention Program in the
Puncak and Puncak Jaya Districts of Papua”. The current phase of the
project (mainly funded by EU, with a support from Cordaid) will end on
28 February 2010, and a new phase (“Programme on Sexual and
Reproductive Health access in Papua Highlands”) will start in March
2010 for a 2 years period, under Cordaid fund support. A new proposal
will be submitted to EU by the end of 2009 in order to scale up the
activities, so EU may remain a partner on this project.
An assessment has been conducted as regards to the situation of
HIV/Aids in a group of 5 prisons nearby Jakarta. A preliminary frame of
a project designed to address this issue has been designed. Since no
potential funders could be identified, the process is blocked at the
moment. But the search for funds should be resumed by the new
coordinator.
A strategic paper has been designed for MDM Indonesia (2010 onwards).
According to this strategic plan, the field of HIV/Aids related to
human trafficking (mostly sexual trafficking) has been identified as a
potential area of work. Further analysis has still to be led in order
to define whether MDM could / should be involved in this field. Other
fields of work may / should be identified for the coming years, based
upon the needs and funding opportunities.
The General Coordinator to be recruited shall participate to an
exploratory mission in Jakarta. The will is to start over a new program.
In Jakarta, MDM has pre-positioned a Disaster Kit and identified human
resources in order to intervene appropriately in case of emergency and
to assess further needs.
Among other ended projects developed in Indonesia
- Malaria control program in Lembata. Ended on 31 March 2009.
- The Primary Health Care access programme in North Jakarta slums ended
on 31 August 08.
- Various emergency programs: Tsunami/Aceh, 2005;
Jogjakarta earthquake, 2006; Padang earthquakes, 2007 and 2009…
MDM Netherlands will (re)open a project in Aceh: “making pregnancy
safer, a joint responsibility”. The General Coordinator will not be
directly in charge of this project, which will be followed up by MdM Nd
headquarters. Nevertheless, MDM is about to be officially registered in
Indonesia, under one name only. The General Coordinator should
therefore be involved in representations tasks towards the authorities
(MoH) together with the MDM Nd Project Coordinator.
General Objectives
1. Papua Program: To contribute to the improvement of the sexual and
reproductive health access for the population of the 2 districts:
Puncak Jaya and Puncak (6 sub-districts).
2. Jakarta (long term): objectives to be formulated after the exploratory
mission.
3. Jakarta (emergency): To provide immediate assistance to the victims
of natural disasters (floods, earthquakes, tsunami...) with a
comprehensive package of services, including medical support and
delivery of non food items
The Country Coordinator will be in charge of the coordination of all
the programs set up by Médecins du Monde in Indonesia. He/she will work
closely with the Coordinators of the other MDM programmes and the Desk
Officer in the HQ. He/she will be in contact with the Heads of Mission
(RM) of the different programs implemented in Indonesia.
He/she will have the following duties:
1. To analyze the humanitarian, political and geopolitical situation in
Indonesia and to report to the Desk Officer and the RM
2. To manage, supervise and support the overall planning and
implementation of the work of the different programs in order to
achieve the objectives
3. To represent MDM to local authorities especially MoH, donors, NGOs,
UN agencies and embassies and to the media
4. To identify new intervention opportunities when/where necessary and set
up exploratory missions
5. To look for new funding opportunities
6. To ensure reactivity in case of emergency in close cooperation with
the Emergency Desk
7. To carry out regular field visits
8. To ensure the coherence of the programs within the MDM strategies,
guidelines and procedures
9. To ensure that appropriate logistic, administrative and financial
structures and procedures are
established and respected
10. To participate to the evaluation missions of the different programs
11. To write monthly report and update the strategic paper as required
with input and support from the different programs.
12. To work closely with the Coordinators, the Desk Officer and the RM
to prepare projects proposals and donors reports
13. To remain well informed of the security context in the country and in
the programs areas
14. To ensure the maintenance of coherent, appropriate and respected
security guidelines and procedures on the different programs
15. To oversee budget preparation, setting the parameters and the
process, ensuring that country programs are implemented within their
budgets
16. To supervise and to give support to coordinators and administrators
regarding financial and administrative management
17. To oversee human resource management of expatriates and local staff

Profile:
- Experience in a similar position within an International NGO compulsory
- Experience in programme management
- Experience in emergency is an asset
- Ability to represent MDM
- Medical profession (doctor or nurse)
- Degree in Public Health
- Knowledge or understanding of Asia
- Ability and flexibility to cope with cultural and political environment
- Communication and negotiation skills
- Reactivity, anticipation, adaptability, capacity to take initiatives
- Ability to learn a new language (Indonesian is an easy language)
- Organization skills, rigor
- Patience and understanding
- Fluent oral and written English - French and Indonesian an asset
