Background
2009 is a year of opportunity and challenges for IBU Foundation. It implies to build a good governance and sustainable organization. The mission to be a good governed organization is manifested by a new organigram and business process. Further more, IBU Foundation's orientation shifts from a project-based organization to a vision-based one has created the need to better programming strategy. In relation to that, IBU has decided to focus on working in Early Childhood Development (ECD) sector.
The sector will cover two areas of intervention. The first is mother and children health (MCH) and the other is early childhood education (ECE). IBU will also utilize the approach of community mobilization as well. That means, the project will empower community members served and put capacity building agenda as one of the main strategy.
1. MOTHER AND CHILD HEALTH (MCH) SPECIALIST
Duties and Responsibilities
Summary of Key Functions:
· Programmatic management; includes but not limited to ensuring the delivery of all indicators related to Posyandu development and community members capacity building in MCH area as listed in the log-frame, done in collaboration with Project Coordinator and other team members
· Advocacy; include but not limited to managing relationship with government in order to advocate government's contribution to the project objectives and deliverables especially focusing on MCH-related issues
· Reporting, Monitoring and Evaluation; building MCH-related activity reports and programmatic reports in timely manner in collaboration with the Project Coordinator
· Any other MCH-relevant duties as required by Program Director and Program Development Manager
Impact of Functions/Results
The functions/results have an impact on the smooth and best quality of MCH activities execution as listed in the log-frame as well the identification of further development.

Functional/Skill Competencies:
· Skill on analysis of community situation
· Skill on community facilitation
· Skill on training and development for community members and government officials audience
· Presentation skills in bahasa indonesia and prefreably sundanese
· Writing report skill
· Skill on assessment method and its tools; it might include social analysis skill
· Skill on standard computer office application (ms office and prefrably open office)
· Skill on MS Publisher is desirable
Knowledge Competencies:
· Intermediate to advanced knowledge on Child’s Right Convention and its supporting instruments
· Basic to intermediate knowledge on Early Childhood Development concept and theory
· Some knowledge on humanitarian and development field as well as stakeholders
· Advanced knowledge on mother and children health, posyandu system & standard, and the relevant national and district’s regulations.
· Advanced knowledge on health promotion strategy
Recruitment Qualifications
Education:
Strata 1 on health study such as public health (preferable), nursery and medical doctor. Intensive experience in mother and children health paired with posyandu development facilitation might replace the requirement for those educational background.
Experience:
Minimum 3 years of experience in MCH program within the context of either in emergency or rural development. The experience is preferably include experience in policy advocacy. A more than 5 years relevant experience is required for candidates with no health study background.
Language Requirements:
Fluency in written and spoken English and Bahasa Indonesia.
1. COMMUNITY MOBILIZER
Duties and Responsibilities
Summary of Key Functions:
· Programmatic management; includes but not limited to ensuring the success of participatory and community mobilization process
· Operation management; includes but not limited to organizing community events related to activities listed on the log-frame (training, coaching, community meeting, and advocacy)
· Reporting, Monitoring and Evaluation; includes but not limited to building activities report as needed as well providing inputs on the community responses to the project activities
Competencies

Recruitment Qualifications
Education:
Strata 1 on social study such as psychology, sociology, development economy, and education. The job holder should also have a GPA not less than 2,2.
Experience:
Minimum 1-2 years of experience in social and humanitarian program either in emergency or development setting. The experience shall include intensive exposure and success to community facilitation.
Language Requirements:
Fluency in written and spoken Bahasa Indonesia and Bahasa Sunda.
