KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference of
Indonesia, based in Central Jakarta, and is officially considered as a member
of the Caritas Internationalis confederation. KARINA acts as a coordinating and
facilitating body for all the 37 Dioceses incorporated under the Bishops’
Conference of Indonesia. Established in mid-2006, Karina recently completed its
first strategic planning in early 2008. One of the results of the strategic
planning was the identification of three main divisions: Programs Division,
Support Division and Total Quality Management Division. The position of
‘Project Officer for Padang Reconstruction Project’ is in Karina’s Programs
Division.
After the massive earthquake in Padang – West Sumatera on 30 Sept 2009, Caritas initiated
an emergency response to assist communities to recover from the earthquake. The
2nd phase of this response will occur in 2010, with the following
objectives: Assisting earthquake affected people to reconstruct 471 earthquake resistant houses, Assisting disaster affected people in target villages
to develop sustainable livelihoods, Assisting people in target villages to
understand disaster risks that they may face in the future and make a plan to
mitigate against and prepare for such, as well as to restore classroom
activities in targeted schools and to minimize stress in children that has
built up since the earthquakes, and, to disasters and Building the capacity of
Padang Diocese Socio-Economic Commission - Caritas Padang.
Key responsibilities:
Under the direct supervision of KARINA’s Program
Coordinator and in close collaboration with representative of the accompanying
partner, the Project Officer will be responsible for providing monitoring,
evaluation and reporting to KARINA. In particular, he/she will:
1. Maintain regular liaison between Diocesan Caritas
Padang (which is responsible for implementation ‘on the ground’), KARINA and
project donors, to ensure fluent sharing of information related to the project’s reconstruction and
rehabilitation, livelihood, DRR, and psychosocial activities or/and every
issues on the project in general.
2. Represent KARINA in meetings, if/when requested by the Program Coordinator and coordinate meetings, workshops and functions related to Padang Reconstruction Project.
3. Draft correspondence for projects, compile agenda, minutes of meetings and related
documentation.
4. Assist in developing training materials and delivering training for the Diocesan Caritas
as needed.
5. Prepare work plans and develop material needed to assist the Director and Program
Manager of Padang Reconstruction Project.
6. Compile and consolidate agenda , monthly and quarterly reportsin coordination with Program Manager of Padang then to be submitted
to Program Coordinator and Director of Padang Reconstruction Project.
7. Monitoring and accompaniment visits from a Jakarta-based, for minimum ten days each month, including provision of feedback on
good and bad aspects of the project and suggestions for improvement to Director
and PM of Padang Reconstruction Project.
8. Ensure overall project co-ordination of the response, liaison with national and
international agencies based in Indonesia, as well as liaison with and
reporting to the Confederation.
9. Undertake other duties that maybe assigned from time to time are commensurate to the
position by his/her supervisor.
Competencies/Qualification Requirements:
§ University degree in any subjects or Social Sciences.
§ Has a minimum of 4 (four) years working experiences, preferably with an NGO, specifically either in emergency program or development setting.
§ Having working experiences on Disaster Risk Reduction, Emergency Response, Community Development and Assessment Methodology.
§ Having working experiences on community situation into programmatic intervention.
§ Having some skills on budgeting strategy.
§ Understand basic issues and concept of program and activities that KARINA (Caritas Indoensia) are involved in.
§ Has a good verbal and written abilities to disseminate information in Bahasa Indonesia and fluency in English is a prerequisite.
§ Computer literacy (Microsoft office and internet).
§ Excellent communication and interpersonal skills to adequately represent organization to partners; project management, monitoring and evaluation experience preferred, and also teamwork oriented.
§ Ability to work under deadline, independently, sense of responsibility and initiative.
§ Willing to travel frequently.
Period of contract:
1 (one) year (with possibility of extension).
