Grants Manager

SCALING UP FOR MOST-AT-RISK POPULATION II (SUM II) is a USAID-funded program
that will provide targeted assistance in organizational performance required
to scale-up effective, integrated HIV/AIDS interventions that lead to
substantial and measurable behavior change among Most-at Risk Populations
(MARPs) in targeted locations in Indonesia. The project is implemented by
Training Resources Group, Inc, RTI International, Burnet Institute and
APMG. The organizational performance topics include accountability,
administration, advocacy, finance, governance, knowledge management,
leadership, management, monitoring and evaluation, networking, partnership,
policy development, resource mobilization, strategic planning and
transparency. SUM II will provide and monitor small grants to qualified
civil society organizations to support the scale-up of integrated
interventions in “hotspots” where there is a high concentration of one or
more MARP and high-risk behavior is prevalent.

SUM II is currently seeking qualified individuals with experience in
HIV/AIDS and Local stakeholders’ issues for following position:

*Grants Manager
Location : Jakarta Office
*Report to : Finance and Administrative Officer

*Summary of responsibilities:
*Under the direction of the Finance and Administrative Officer, the Grants
Manager will provide assistance and support to the project as follows:

- Oversees grants management process & subcontracts for local
organizations, including grant compliance with USAID regulations, oversight
of funding obligations, administrative management, grant applications and
selection processes, development of grants manuals, eligibility
requirements, and technical review committees.
- Ensures that local government and civil society organization grantees
are able to manage their grants efficiently and transparently in compliance
with USAID rules and regulations.
- Maintains financial management files for grants and ensures audit trail
for all necessary grant documentation.
- Ensures timely financial disbursements, compliance with grants
financial management policies, monitors all grant expenses, provides regular
updates on grant status.
- Provides technical assistance as required to build capacity of local
partners & grantees.
- Implements and monitors cost effective and efficient systems and
procedures.
- Negotiates and execute grants, and ensure post-award management and
close out.
- Perform other duties as assigned.

*Qualifications:
*

- Masters Degree in Public Administration, Accounting, Finance, or
related field and at least 3 years of experience (OR Bachelor (S-1) degree
and at least 6 years of experience) in financial and administrative
management of country specific programs focused on HIV
- Knowledge and skills in monitoring and evaluation of HIV and capacity
building for AIDS servicing NGOs is desirable;
- Proven track record of overseeing effective grants/subcontracts
management to achieve project objectives is required;
- Must possess strong understanding of USAID grants and contracts
policies and regulations;
- Strong financial management, organizational and interpersonal skills,
attention to detail, and ability to work in a team-oriented setting are
necessary;
- Must possess excellent oral and written communication skills and
fluency in English and Bahasa;
