JOB DESCRIPTION

Position Title: Finance Officer
Reports to    : Assistant Finance & Compliance Manager
                Finance and Compliance Manager

Work closely with:
Team members of CADG/CDP project (based in Afghanistan)

Key Areas of responsibility:
The Finance Officer will be responsible for supporting the implementation of the project by performing the following:
Assisting the Assistant Finance & Compliance Manager and Provincial Manager to support the accounting and financial tasks of the program.

Ensuring Compliance with USAID’s regulations as well as CADG’s internal policies and procedures.
Administrating the day-to-day financial requirements of the program which includes program expenses, operational expenses, office expenses, payroll and etc.
Recording and reconciling advances, expenditures, and liabilities.
Preparing payroll and taxes.
Ensuring proper documentation of all costs and expenses incurred in the course of running of this project.
Managing and reporting for various aspects of administration and finance: Staff contracts, casual labor contracts, service contracts, preferred supplier and/or sole source supplier contracts, CFW Payments, etc.

Assisting in monitoring the cash flows of the activities and the office.
Maintaining proper receipts for all transactions and preparation of monthly financial reports for Singapore Finance Team to compile and consolidate the data for monthly financial reporting and invoicing.
Establishing and maintaining effective working relationships with local authorities, local contractors and businesses, landlords and service providers.
Performing any other task that assigned by the Singapore Office as and when needed.

For this position, the following qualifications are required:

A bachelor’s degree in Accountancy or related disciplines, and;
A minimum of 3 years professional experience in finance, auditing or accounting positions.
Excellent inter-personal and writing communication skills;
Possesses a strong service orientation;
Ability to work with minimum supervision in a multi-cultural environment;
Ability to write clearly and concisely in English.
