The Field Coordinator-Bireuen is an Indonesian national staff position based in
Bireuen with occasional travel to Banda Aceh. The successful candidate will be
responsible for daily management and oversight of operational issues within
UMCOR’s Bireuen Field Office and for coordinating and providing programmatic
and operational support to the Human Resource and Operations Manager, the
Health and Hygiene Program Manager and the Income Generation Program Manager.
The Field Coordinator will ensure the daily implementation of quality programs in Bireuen District, as well as the adherence of all Bireuen Office staff to UMCOR Indonesia financial, logistics and HR/Administration policies and procedures.
UMCOR has been in Aceh since April 2005 implementing programs in Housing &
Infrastructure Reconstruction, Income Generation, Water & Sanitation and
Health & Hygiene Promotion. The Field Coordinator-Bireuen for UMCOR
Indonesia reports to the Program Coordinator for Indonesia. This is a one-year post
with an expected start date of December 1, 2009.
ESSENTIAL RESPONSIBILITIES:
Responsibilities of the Field
Coordinator include, but are not limited to:
* Oversee the quality and timely implementation of UMCOR construction programs in Bireuen, in accordance with objectives, activities and targets outlined within current donor agreements.
* Provide day to day management and coordination of all Bireuen operations and national staff in order to ensure quality assurance and timely support for all programmatic activities.
* Represent UMCOR and liaise with local government authorities and other NGOs.
* Supervise and provide leadership and oversight to all support staff based in Bireuen and in the absence of Program Managers, supervise and provide on-going support to program staff. Evaluate staff capacity and make recommendations to the Program Coordinator on extensions, promotions and disciplinary matters.
* Work with various operational and programmatic staff to ensure the field office receives the appropriate level of technical, financial, managerial and administrative support to carry out activities.
* Ensure UMCOR Indonesia finance, logistics and HR/administration policies and procedures are adhered to by all UMCOR Bireuen staff.
* Responsible for ensuring timely submission of all construction project implementation reports to relevant staff at UMCOR Indonesia HQ in Banda Aceh.
* Develop new project ideas and assist Program Coordinator and Program Managers in preparing new project proposals to be submitted to donors.
* Assist in the monitoring of expenditures, budgets, and expense tracking of all construction related activities in coordination with the Finance Manager, Finance Controller, and other relevant staff.
* Responsible for the day-to-day security and welfare of all UMCOR national staff in Bireuen.
* Provide regular feedback on programmatic and operational issues to the Program Coordinator, Human Resource and Operations Manager, Health and Hygiene Program Manager, and the Income Generation Program Manager.
* Coordinate with UMCOR Banda Aceh Country Headquarter based staff on Logistical, Procurement, Human Resources and Travel updates for the Bireuen field location.
* Remain flexible to perform other duties, as required.
REQUIREMENTS:
* Prior experience working with an International Non Governmental Organization and at least 5 years of related experience in programme or operations management.
* Strong experience with housing, water and other infrastructure reconstruction, income generation and community development programs.
* Positive and flexible attitude and willingness to work closely with all project
stakeholders to achieve desired results.
* Knowledge of international development with humanitarion work experience in Indonesia .
* Strong oral and written communication skills in English and Bahasa Indonesia required.
SKILLS, KNOWLEDGE, ABILITIES:
* Strong organizational skills and able to coordinate and manage a diverse array of
responsibilities: programs, logistics, finance and operations.
* Demonstrated ability to handle sensitive situations diplomatically and possess strong
communication skills.
* Excellent computer skills: MS Word, Excel, Power Point, Outlook and Outlook Express.
* Prior experience in working for International NGOs.
* Additional qualities: ability to multitask, ability to handle pressure well, ability to
improvise, and flexibility.

Program Summary
On 30 September at 5.15pm local time, a 7.6 RS earthquake (depth of 71km) struck off the coast of West Sumatra; a second 6.2 RS earthquake struck shortly afterwards at 5.38pm. The impact of the earthquakes on infrastructure and in terms of casualties has been devastating. Confirmed fatalities now exceed 700, but with large numbers of people still missing this number is expected to rise substantially. Over 100,000 homes have been severely damaged, with another 100,000 suffering moderate or slight damage. There has also been substantial damage to essential infrastructure including telecommunications, water pipes and power lines, severely disrupting communications, electricity and water supplies. Mercy Corps has been at the forefront of a coordinated joint assessment by an ECB-consortium of NGOs, along with OCHA and local government.
To address the immediate needs of the populations affected by the West Sumatra earthquake, Mercy Corps is implementing a three-month emergency response program funded by USAID. The program aims to address appropriately the immediate NFI, WASH, and shelter needs of earthquake-affected populations through the distribution of emergency kits, reconstruction kits, and water, sanitation and hygiene interventions.
1. Warehouse Officer
The Warehouse Officer responsible for carrying out all steps of the warehouse and related, logistical process in Padang to assist the program activities in the West Sumatera based programs. This includes activities such as: acting as point person for receiving goods at the warehouse, organizing storage and dispatch. All activities and commodities are to be documented in accordance with MC formats and procedures.
Qualifications:
Must have demonstrated understanding of the Mercy Corps warehousing system and natural, organizational skills;
Able to work with a diverse team and large flow of information and activities;
Able to work independently and prioritize, show initiative;
Experience in an NGO;
Good in English for submit routine, electronic reports or hard copy with good report writing;
Ability to make recommendations for improvement; computer (MS Office), filing;

JAKARTA
Program Summary - RW Siaga Plus
Mercy Corps aims to address the complex underlying causes of malnutrition in urban poor settlements by building healthy physical environments, cultivating positive social contexts, and strengthening supportive economic relationships that facilitate access to and utilization of affordable adequate nourishment. This project will contribute to healthy physical environments in urban poor settlements by increasing access to clean water supplies and improved sanitation, services that are necessary to reduce the incidence of infectious disease, one of the main underlying causes of malnutrition. Building on the core capacities, government relationships, and lessons learned developed through the DAP program, this project will also continue to address the social constraints to improved nutrition, increasing awareness and social support for new behaviors through the existing Ministry of Health RW Siaga program. Both the hardware and the software interventions will be integrated with existing government priorities and programs, in particular the RW Siaga health program, allowing for significant building of capacity and improving the chances for government replication and scaling. The program will also be timed to coincide with the musrenbang government budget allocation process, supporting the potential for communities to seek matching funds and promoting the sustainability of the project intervention.
The overall aim of the project is improved health and nutrition of residents in poor urban communities in Jakarta and Bekasi through increased household access to clean water supplies and improved sanitation.
Access to water supply and sanitation services is crucial to preventing the infectious diseases that are a major cause of child mortality and malnutrition in Indonesia.
The program will be implemented in 3 kelurahan of West Jakarta and 1 kelurahan of Bekasi
1. Water Sanitation Officer
The Water and Sanitation Officer will work under supervision of Program Manager and is responsible for both the soft and hardware components of the water and sanitation infrastructure activities of RW Siaga PLUS program in targeted implementation areas. Under technical guidance of Urban Infrastructure Coordinator, the Water and Sanitation Officer will assist in supervision of the Consultant and Contractor in implementing infrastructure improvement, provide input on monitoring and evaluation of the project. Together with the Urban Infrastructure Coordinator, the Water and Sanitation Officer is responsible for the quality of infrastructure project. Together with the Capacity Building Officer, the Water and Sanitation Officer will be responsible for building capacity of Water and Sanitation Working Group and community to conduct participatory need assessment, design, planning, implementation and monitoring and evaluation the sustainable, low cost, simple
technology, and easily maintained water and sanitation infrastructures and replicable by Government and Community. The Water and Sanitation Officer will provide assistance for technical capacity building to the Water and Sanitation Working Group and community and periodically report on the activities.
Qualifications:
· BA/S or higher in Environmental Engineering, Civil Engineering or other relevant background and/or relevant experience in water and sanitation that related to slum upgrading program;
· 3-4+ years in community based water and sanitation project preferably in urban context;
· Fluency in both verbal and written English highly preferred;
· Multi-tasking, coordination, organization, prioritization skills essential;
· Highly-developed computers skills, with strong familiarity with MS Office, Power point, Outlook, Excel, Word, and infrastructure design software;
· Ability to work independently and cooperatively with team members required;
· Prior experience in an international NGO/PVO or an international firm is advantageous;
· Wiling to travel and work in difficult area;
· Willing to work during evenings and weekends for community mobilization activities.
2. Capacity Building Officer
The Capacity Building Officer will work under the supervision of the Program Manager, and is responsible for the successful implementation of all project activities in the assigned targeted area. The Capacity Building Officer will coordinate and oversee the activities of the project, and will directly participate in conducting participatory field research, community based mobilization and outreach providing training, mentoring and coaching to government and community to implement water and sanitation infrastructure projects and hygiene and nutrition behaviors promotion , project development and implementation, and monitoring and evaluation in the Project communities.
Qualifications:
· 3-4+ years of field-based urban community development experience, with a focus on capacity building, community mobilization, water supply and sanitation and/or community health and nutrition, urban livelihoods; including problem solving; program monitoring and evaluation, and communication and report writing;
· Experience working as part of a multi-disciplinary team;
· BA/S or higher in social science, public health, environmental sciences, community development, similar field;
· Fluency in English verbal and written communication is highly preferred;
· Ability to multi-task, follow procedures, meet deadlines and works independently and cooperatively with team members essential;
· Strong familiarity with Microsoft Word and Excel are mandatory;
· Willing to travel and work in difficult area;

Project summary:
The USAID funded Point-Of-Use-Water Disinfection
and Zinc Treatment (POUZN) project is managed by the Academy for
Educational Development (hereinafter referred to as "AED") and is tasked
with increasing supply and demand of zinc treatment in Indonesia and
other countries. The World Health Organization (WHO) and UNICEF both
support zinc as a treatment that can reduce diarrheal mortality by 13 to
21%. Numerous studies have demonstrated that zinc therapy given for 10
to 14 days during and after diarrhea reduces the duration and severity
of diarrheal episodes and has a preventative effect against diarrhea
reoccurrence.
In Indonesia, zinc has been adopted by DepKes for the treatment of
childhood diarrhea. Zinc products have been launched in early 2008 by
two pharmaceutical companies that targeted their marketing efforts on
health professionals. Recently this year, other pharmaceutical companies

person in community building who will assist and work with POUZN Country
Coordinator in rolling out the education of zinc treatment as the new
protocol in childhood diarrhea to midwives and caregivers. The incumbent
will involve working with Province/District Health Offices, Midwives,
PKK/ Community, NGOs and ultimately the caregivers in Bandung.
Essential Job Functions:
* Undertake field sampling assessment in the communities
* Develop the design of the program for educating midwives and caregiver
* Initiate as well as maintaining contacts with Health Office,
Midwives (Organization), PKK and other key persons in the community as
necessary
* Implement the program as well as provide supervision and guidance
to the community/ caregivers
* The tasks will also include organization of workshops and other
means of educations
* Writes and submits report
* Assume additional works assigned by the Country Coordinator
Education:
Degree in social sciences, general practitioner, other relevant fields:
such as Health, Education or equivalent combination of education and
work experience.
Experience:
* Minimum 5 years working in community development, and 3 years of
project management, in supervisory position.
* Excellent communication skills in Bahasa Indonesia, and fluency in
English. Fair knowledge in Sundanese is better. Specifically familiar
with Bandung culture and geography.
* Community experience and human relations capacity building skills,
analytical skill and ability to learn quickly and take initiative.
* Ability to work in multi tasks, work independently and
cooperatively in a team. NGO experience is preferred. and previous
experience in working with USAID funded project is a plus.
* This job will require at least 3 references from previous
supervisors

* Excellent communication skill supported by concrete training and

Project summary:
The USAID funded Point-Of-Use-Water Disinfection
and Zinc Treatment (POUZN) project is managed by the Academy for
Educational Development (hereinafter referred to as "AED") and is tasked
with increasing supply and demand of zinc treatment in Indonesia and
other countries. The World Health Organization (WHO) and UNICEF both
support zinc as a treatment that can reduce diarrheal mortality by 13 to
21%. Numerous studies have demonstrated that zinc therapy given for 10
to 14 days during and after diarrhea reduces the duration and severity
of diarrheal episodes and has a preventative effect against diarrhea
reoccurrence.
In Indonesia, zinc has been adopted by DepKes for the treatment of
childhood diarrhea. Zinc products have been launched in early 2008 by
two pharmaceutical companies that targeted their marketing efforts on
health professionals. Recently this year, other pharmaceutical companies
are launching their new zinc products. POUZN plans to initiate programs
