PROGRAM/DEPARTMENT SUMMARY:

Established in 1979, Mercy Corps is a non-profit international relief and development organization committed to alleviating suffering, poverty, and oppression by helping people build secure, productive, and just communities. The Africa portfolio is part of the Program Operations Department and is headed by a Regional Program Director (RPD) and two Deputy Regional Program Directors (DRPD). Mercy Corps currently operates in 10 countries in Africa, with plans to further expand the portfolio. Mercy Corps’ programming in Africa encompasses both relief and development work.

GENERAL POSITION SUMMARY:

The Africa Assistant Program Officer (APO) will work with the Africa Senior Program Officers (SPOs) to support the administration of Mercy Corps’ Africa portfolio. The APO is primarily responsible for supporting new and existing grants, directing internal and external program information flows, liaising with other departments within Mercy Corps, coordinating logistics and administrative support to the country programs. The APO backstops for the SPOs when needed.

ESSENTIAL JOB FUNCTIONS:

Administrative and Operational Support

- Maintain adequate records of all documentation and correspondence of grants, ensuring that grant information is entered into the Grant and Information Tracker (GAIT) database, the shared drive and the Digital Library. Track reporting requirements and deadlines of program reports.
- Work with the SPOs to review, edit, assemble, and ensure timely submission of internal and external reports.
- Proactively lead logistical support for field and headquarters teams including consultant requests and new staff hiring, new hire orientation, scheduling needs, etc.
- Handle requests for educational, computer and other materials from field offices, adhering to Mercy Corps procurement policies.
- Work with the Senior Program Officers and other technical resources to monitor current program operations to ensure that quality standards are maintained or improved and that programs adhere to Mercy Corps and donor requirements.
- Manage volunteers and interns with an emphasis on excellence and achievement; encourage a team culture of learning, creativity and innovation.

Communication

- Coordinate with Senior Program Officers to track and manage responses to field offices within 48 hours to all incoming requests.
- Act as a liaison between the field offices and the MC/HQ Human Resources and Recruiting, Resource Development and Finance Departments in responding to fundraising, recruitment, contract, payroll, and other related areas of need.
- Respond to public requests for information on specific Mercy Corps field activities in Africa through verbal and written communication as appropriate and in consultation with the SPOs, and Resource Development and Media staff.
- Assist the Resource Development team in the development of press releases, newsletter articles and other publication materials related to Mercy Corps’ programs in the region. Represent Mercy Corps at public and media events when requested.

Program Development

- Serve as program resource in reviewing, editing, assembling, and submitting final funding proposals, including Requests for Applications (RFAs) from USAID or other donor agencies as required. Prepare final documents for RFAs and grant proposals.
- Research and explore program opportunities in new and existing countries to facilitate Mercy Corps’ expansion in Africa as necessary.
- Provide primary desk officer backstopping responsibilities for the SPOs during absences from HQ.
- Other duties as requested.

KNOWLEDGE AND EXPERIENCE:

- BA/S in relevant international development field required; MA/S or equivalent preferred.
- At least two years of NGO or international development industry experience; demonstrated knowledge of relevant sectoral and/or operational areas (agriculture, relief to recovery, access to financial services, health/nutrition, economic development, etc.).
- Proficiency with MS Office software required (Outlook, Word, Excel, PowerPoint).
- Preference given to candidates with prior work experience in Africa.
- Foreign language proficiency (French or other regional languages) is required.

SUCCESS FACTORS:

The successful Assistant Program Officer must be people and detail oriented, have the ability to handle multiple tasks, and be able to work under pressure. Vital skills include writing and editing, communication, and creating and maintaining professional internal and external relationships. Demonstrated flexibility and creativity in planning and problem solving is necessary. S/he must demonstrate the ability to pay close attention to detail, follow procedures, meet deadlines and work both independently and as part of a team. An exposure to and interest in overseas environments and international development issues is important.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

This position is based in Portland, OR.

This position is part time at 50% FTE (20 hours per week).

Job Background/Summary:

CRS’ Overseas Support Department (OSD) has four units: the Regional Representation and Advocacy Unit, the Public Resource Unit, the Management Policy and Information Unit, and the Special Grants Support Unit. The Regional Representation and Advocacy Unit is divided into two teams:

· Africa: CARO, EARO, SARO and WARO

· Asia/EME/LAC: Asia, Europe/Middle East and LACRO

The Regional Representation and Advocacy (RRA) teams in OSD exist to support and amplify the regions’ work in reaching their strategic objectives. In addition to ongoing operational support, the teams are also tasked to be proactive in prioritizing and then implementing key representation and advocacy goals in consultation with the Regional Director, LACRO Strategic Issues Advisor, country programs, US Operations, Emergency Operations and the ELT. These teams, which are intentionally filled by experienced mid-level and senior staff, are responsible for investing significant time in analyzing trends/developments in the regions, cultivating relationships outside the agency, and advancing representation and advocacy priorities.

The Regional Representative (RR) will represent the Latin America & Caribbean Region, and the agency, on support and representation issues. On advocacy issues, the RR will consult primarily with, and take the lead from, the LACRO Strategic Issues Advisor.

The RR is responsible for maintaining proper communication with the regions in order to represent them in agency and external efforts. The RR will exercise duties of oversight and management, including: 1) response to regional and country reviews (e.g., APPs, SPPs); 2) coordination of technical assistance to partners; 3) special support in emergencies; 4) CRS Board, donor, partner, church visits; 5) information to RD on partnership, security, emergencies; and 6) travel to the region a maximum of twice a year.

Specific Responsibilities:

I. Representation:

1. Design and implement representation action plan (may be part of advocacy action plan, II.1. below).

2. Lead HQ representation of regions and country programs; serve as a focal point for ELT and external audiences.

3. Determine (in collaboration with RD) information/analysis priorities.

4. Develop opportunities to facilitate solidarity relationships and exchanges where appropriate (i.e. Global Solidarity Partnerships, Call to Witness, Global Fellows, etc.) .

5. Collaborate with the Public Resource Unit on region/country-specific issues.

6. Remain actively involved in new business development in collaboration with the Business Development Unit.

7. Coordinate high level Church visits.

II. Advocacy:

With the LACRO STA as lead:

1. Design and implement an advocacy action plan (may be part of representation action plan, I.1. above).

2. Advise and inform USOps on regional and thematic advocacy.

3. Network extensively in the US PVO and academic community.

III. Management:

1. Perform and promote team environment in OSD.

2. Lead in creating teamwork within OSD.

3. Collaborate in candidate and consultant interviews, screening, and selection.

4. Collaborate with MPI as needed on field and HQ management quality issues.

IV. Operational Support (including regional support):

1. Lead HQ-based support for the SPP process, including review.

2. Collaborate in regional meetings and other regional activities including regional strategies (TDYs, SPP teams, evaluations, project development, etc.) as appropriate.

3. Provide ad hoc operational support to RD and country programs as needed (e.g., legal issues, donor visits, etc.).

4. Facilitate communication and coordination with CP and HQ departments.

5. Compile and/or write, and present reports and other documentation, both ad hoc and standard (weekly reports, monthly reports), as needed.

6. Organize the response to the annual regional APP/budgeting process.

V. Emergency:

Point person for HQ response to emergencies including:

1. Staff evacuations and security, including coordinating with ELT.

2. HQ response as well as information dissemination to emergencies in regions or CPs.

3. Links with other NGOs, State Dept., UN, and other emergency response entities.

4. Working with E-Ops Baltimore, the regional RTA, and country Emergency Response Teams to coordinate activities, share information.

5. Maintaining flow of information on situation to CPs, RD and within HQ.

is contingent on RTI being awarded the anticipated project.


Chief of Party

Responsibilities and Duties:


· Establish and maintain cooperative relationships with key
stakeholders, including host government counterparts from national to
district levels, both public and private universities in Indonesia,
other government bodies, partners and stakeholders, USAID/Indonesia, and
other donor education projects

· Oversee technical, administrative and financial operations
(e.g., operations, compliance, reporting, and implementation and
supervise and direct all technical and administrative staff).

· Ensure the timely and quality completion of program
technical, financial and grant deliverables, including Work Planning,
Performance Monitoring, Quarterly Reporting and expense reporting.

· Oversee and support the design and deployment of training
and/or capacity building for partners.

· Guide and provide direction for comprehensive teacher

measurable improvements under all project components.

management support programs.

to support reforms in teacher training at pre-service and in-service
levels.
Demonstrated experience supporting Ministries of Education in effort to

related field.

· Demonstrated ability to manage and motivate international

Responsibilities and Duties:
· The DCOP will play an integral role in leading programmatic
activities, providing technical direction and managerial supervision
over all aspects of the program. This person will liaise with senior
government officials, community groups, and other stakeholders in
representing the program.

· Responsible for interfacing with both USAID and other
counterparts for the overall direction of the project in the absence of
the COP

Job Purpose: The Country Director has overall responsibility for strategic development and effective management of the Concern Haiti country programme in line with Concern Worldwide organisational and country specific strategies, policies and procedures. Main Duties & Responsibilities

A. General Responsibilities:

• Ensure the efficient and transparent use of all Concern’s resources in order to maximize the benefit to the targeted communities.
• Promote and ensure compliance with the requirements of Concern’s Programme Participants Protection Policy and implementation of Humanitarian Accountability Partnership (HAP) standards including Community based complaint and response mechanisms to ensure maximum protection to programme beneficiaries.

• Develop a country level funding strategy and maintain productive working relationships with donors and be responsible for undertaking country level negotiations related to securing funding, programming contracts, and reports.

• Ensure that all programmes are implemented and completed according to programme documents including agreed plans and budget.

• Ensure that regular staff Performance and Development Review (PDR) system is established and maintained and that PDRs are undertaken seriously at all levels.

Job Title: Education Programme Coordinator
Reports to: Assistant Country Director Programmes (ACDP)

Job Purpose:

To develop and manage Concern’s Education Programme in Haiti, incorporating both emergency response and longer term needs, in line with Concern Worldwide organisational strategies.

Main duties & Responsibilities:

Programme Development:
- Carry out an education assessment and review the education programme which existed pre-earthquake and re-design country education programme post-earthquake.
- Produce quality programme proposals and budgets in a timely manner for submission to Concern HQ and donors.
- Ensure that the programme is designed to address the following: Participatory methodologies, Disaster Risk Reduction, Community Development, Capacity Building, Equality (with an emphasis on gender and gender-based violence) and HIV&AIDS.
- Ensure that the programme is poverty-focused.
- Ensure that Concern’s Program Participants Protection Policy (P4) and HAP standards and guidelines are adequately implemented

Programme Management:
- Manage the programme successfully ensuring that it is meeting its intended aims and objectives and achieving impact.
- Establish, apply and oversee an effective monitoring and evaluation system in line with Concern policies and tools to measure impact and ensure accountability and efficacy.
- Ensure that development-oriented approaches including participatory development, organisational development, capacity building and sustainable methodologies are adopted in developing and implementing the programme.
- Lead research and advocacy interventions related to the programme at national and international level.
- Promote working in partnership with national and international organizations, (especially IBIS and the MoE) working in the area of education, including the development of capacity building strategies and skills to ensure adequate partner support
- Ensure that quality programme reports are produced and submitted to the ACD Programmes on timely manner.
- Oversee the assessment, support and ongoing monitoring of partners involved in the implementation of the education programme.
- Actively participate in the Concern Haiti team.


Staff Management:
- Recruit, manage and support programme staff ensuring that there is a clearly defined structure, up-to-date job description, and reporting mechanisms for each staff.
- Assist in identifying training needs for staff and provide or coordinate the training necessary for the delivery of a high quality Education programme. In particular, build the capacity of staff involved in the programme through the provision of technical support, training and advice.
- Agree clear performance objectives for each programme staff.
- Conduct Performance and Development Review for each programme staff on a timely manner.

Financial management:
- Lead the formation of programme budget in consultation with the finance department.
- Manage the programme budget, including regular monitoring of expenditure against budget, in accordance with Concern financial procedures and guidelines.
- Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget.

Networking
- Represent Concern at inter-agency, and coordination meetings pertaining to the Education programme.
- Represent Concern at all national, local and district government coordination meetings.
- Provide comment and analysis on organisational or sector-related documents and position papers and make educational resource materials available for staff.
- Where appropriate, liaise with department managers outside the field of Education.

Monitoring & Evaluation
- Develop a Monitoring and Evaluation plan for the Education Programme.
- Ensure staff are trained in M&E methodologies.
- Ensure M&E is incorporated into all educational programme plans and mechanisms are implemented.
- Within programmes, ensure technical guidelines and Concern educational policies are followed.

Other
- Undertake any other relevant duties as may be assigned by the CD/ACDP or their designate.

Person specification:

1. Education & Qualifications Required:

Essential: Degree level qualification in Education, Child Rights, Child Development or related topic, and/or

Desirable: Masters Degree in Education or Development

2. Experience Required:

Essential:
- Fluent French Speaker
- Good working knowledge of English
- At least 3 years overseas experience in implementing Education or Child Rights programmes
- Relevant overseas experience in development at Programme Coordinator/ Management level
- Practical experience of integrating Child Rights in education and development programming
- Experience in Monitoring and Evaluation systems & techniques
- Experience in providing input to education policy
- Experience in advocacy for education related issues.
- Proven track record of working at a senior level with host governments, international donors and academic institutions
- Excellent verbal and written communication skills

DIVISION PURPOSE: (International Programmes Division)
Through capacity building and through technical and programme support, the International Programme Division keeps the organisation focused on the socio-economic and humanitarian needs of vulnerable people.
The division reinforces IR’s implementing structure to enable these people and their communities to develop themselves sustainably, and ensures that the organisation is prepared to respond promptly and effectively to humanitarian crises.
The division increases the organisation’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.

DEPARTMENT PURPOSE:

The purpose of the Regional Department, besides preparing for and responding to humanitarian crises with relevant departments, is to guide, support and monitor the country programmes to ensure the continuous development of a global programme according to the International Strategy.

KEY OBJECTIVES

The Country Director (CD) will strengthen the organisation’s position, performance and reputation through:

1. Ensuring that the staffing levels, management structure and human resource processes and management are appropriate and effective to enable the implementation of programmes in the long and short-tem.
2. Outlining resource requirements of the programme, and periodically assessing its appropriateness to meeting short and long-term programme needs
3. Coordinating IR’s participation at national networks, events, conferences and other relevant public forums. Hence, ensuring that IR is an active and positive participant in the same.
4. Strengthening IR’s visibility and contribution at public forums and with major institutional stakeholders, forging new and improved relations and partnerships with all stakeholders.
5. Supporting the Regional Manager in providing the IR family with strategic direction, timely reports on issues related to IR partners and to institutions.

KEY ROLES/RESPONSIBILITIES AND ACCOUNTABILITIES

The Country Director is accountable to fulfil his/ her roles and responsibilities in line with IRW’s code of conduct, values and principles, and to report to his/her line-manager regularly on the basis of annually defined key performance indicators (KPIs).

1. STRATEGIC DIRECTION AND PLANNING

• To ensure provision of overall strategic planning leadership and technical backing on programmes in line with IRW’s strategic parameters.
• To ensure the Country Strategy, thematic areas of work, as well as the Annual Country Business Plan and Emergency Preparedness Plan are implemented in line with regional and global strategies, and reviewed as necessary in consultation with staff and stakeholders
• To ensure that projects fit into the overall country strategy and thematic areas and all parties involved understand this.
• To work with programme teams, partners and beneficiaries to produce action plans as per the country strategy, within agreed timeframes.
• To contribute to regional and IRW global policy/strategy development based on the experience of the country programme.

2. ADMINISTRATION AND MANAGEMENT

• To ensure effective financial and budgetary control of the programme and that accounts are produced on time and in accordance with IRW policy and procedures
• To ensure effective grant management in accordance to IRW procedures and performance targets. This includes ensuring quality donor reports are submitted on time; budget holders are competent to manage and monitor their budgets and ensure proper expenditure phasing.
• To ensure Security guidelines and procedures are operational and Security guidelines are reviewed bi-annually and updated when necessary.
• To maintain up to date emergency preparedness and response plans for the country.

3. FUNDRAISING AND NETWORKING

• To identify potential donors and contribute to the development of policy on major issues and/or advocacy with a range of stakeholders in the country office.
• To build and strengthen significant relationships between IRW partners, INGOs, UN, institutional donors and relevant Government Departments.
• To lead and coordinate Country Teams for the development of programmes and targeting of institutional funding.
• Where appropriate, funding sources in country are secured in collaboration with the Regional Desk.

4. PROGRAMMES MANAGEMENT AND IMPLEMENTATION

• To ensure the effectiveness, impact and direction of the programme is appropriately monitored, reviewed and evaluated on a regular basis.
• To maintain effective communications within the programme, and with the Regional Desk at HQ.
• To review, update and communicate country situation analysis and emergency response twice per year to the Regional Manager.
• To ensure the production of high quality Annual reports, project proposals, both for IRW and donors, by agreed deadlines.
• To lead, manage and motivate the team, ensuring that they have clear objectives and receive meaningful feedback on their performance.
• Maintain a clear overview of the political, legal and security context and ensure robust security and evacuation plans are in place.

5. PROGRAMME MONITORING AND EVALUATION

• To ensure the development and the use of innovative approaches to monitor the performance of programmes.
• To ensure that projects/programmes implemented are monitored, evaluated on a continuous basis using the IRW Quality Management Standards and the IRW Policy and Procedures Manual and other international standards to improve its effectiveness.
• To lead the Country Team to ensure the appropriateness, effectiveness, impact and direction of programme interventions.

6. STAFF CAPACITY BUILDING, SUPPORT AND DEVELOPMENT

• To ensure that IRW’s Personnel Management Policies and code of conduct are maintained and reflect IRW’s values and principles.
• To ensure that a human resource strategy and implementation plan is developed, monitored and reviewed as an integral part of the strategic planning process.
• To ensure that staff have clear objectives and receive meaningful feedback on their performance.
• To optimise staff performance through ensuring that effective processes are in place to support and encourage personal and professional development of staff.
• To maintain an effective Country Office Management Team (COMT) to facilitate involvement of staff in the running of the programme through an appropriate participatory, open team approach to decision making.
• To establish appropriate measures whereby ensuring the security, health and well being of all staff. This includes monitoring and implementation of the staff security guidelines and improving the health and safety policy.

7. SUPPORT ORGANIZATIONAL LEARNING

• To ensure that there is an appropriate contribution to policy development and advocacy at a regional and global level, based on the experience of the country programme.
• To contribute to IRW’s efforts to influence policies of major donors, the private sector and UN agencies.
• To ensure the promotion of information exchange, writing up programme case studies, and learning from experience at all levels, (country, region and global).

8. REPRESENTATION

The Country Director to ensure that:

• IRW is represented to the Government, the UN and other international agencies, donors and bodies including the media, proactively identifying opportunities to build key stakeholder relationships.
• There is appropriate liaison and negotiation with project partners, NGOs and international agencies etc, to monitor and review programmes and to co-operate and co-ordinate as appropriate.
• Relationships are developed with Government and partner agencies at all levels to enable the appropriate development of the programme.

9. TRAVEL
• A minimum of 40% of time in the field with staff and beneficiaries.
• To carry out other duties as directed by the Regional Manager and associated with the job purpose.
