Program Summary
On 30 September at 5.15pm local time, a 7.6 RS earthquake (depth of 71km) struck off
the coast of West Sumatra; a second 6.2 RS earthquake struck shortly afterwards
at 5.38pm. The impact of the earthquakes on infrastructure and in terms of
casualties has been devastating. Confirmed fatalities now exceed 700, but with
large numbers of people still missing this number is expected to rise
substantially. Over 100,000 homes have been severely damaged, with another
100,000 suffering moderate or slight damage. There has also been substantial
damage to essential infrastructure including telecommunications, water pipes
and power lines, severely disrupting communications, electricity and water
supplies. Mercy Corps has been at the forefront of a coordinated joint
assessment by an ECB-consortium of NGOs, along with OCHA and local government.
To address the immediate needs of the populations affected by the West Sumatra earthquake, Mercy Corps is implementing a three-month emergency response program funded by USAID. The program aims to address appropriately the immediate NFI, WASH, and shelter needs of
earthquake-affected populations through the distribution of emergency kits,
reconstruction kits, and water, sanitation and hygiene interventions.
1. Program Manager
Responsible for all aspects of program implementation, including rigorous planning, design, monitoring and evaluation, staff supervision, budget management, donor relations, report
writing and overseeing all elements of program implementation. Close engagement, partnership and capacity building with local government, local NGOs, private sector and community partners is critical.
The Program Manager will provide leadership and mentoring to the West Sumatra Emergency Response team and will be responsible for staff development. Participation in the Mercy Corps Indonesia management team, strategic planning and proposal writing is also required.
The Program Manager will coordinate closely with the leadership of all other Mercy Corps Indonesia programs, particularly the P3DM program in West Sumatra, to ensure
inter-program learning and overall country program quality.
Qualifications:
BA/S or equivalent in social science, management, international development or similar degree; 5-7 years of field-based experience in staff management and project implementation;
Experience managing development programs, emergency response programs, or (preferred)
both;
Demonstrable experience managing complex, multi-donor grant programs;
Demonstrated skill in communication, report writing, financial management, monitoring,
evaluation, team management and problem solving;
Fluency in English, both written and spoken;
Effective time management and organization skills including priority setting and responding to program needs;
Effective interpersonal communication skills including:
Problem-solving skills, being proactive and taking initiative.
2. Water Sanitation Specialist
Responsible for day to day operations of WASH program in the area affected by the earth quake in West Sumatra.
Oversee Water, Sanitation and Hygiene (WASH) program staff and ensure they work effectively, ensure the integration of the WASH program into the general Mercy Corps program, ensure that all record keeping is undertaken accurately. Prepare timely reports as required. Provide
necessary support to the contracting and procurement processes.
Qualifications:
· Bachelor Degree in a technical or related subject. Masters in related subject is an asset;
· Experience in/of sanitation and water programs. Water treatment experience/knowledge is a
criteria of selection;
· General Management skills and Project management skills;
· Computer proficiency (Microsoft Excel and Word);
· Fluent in English, both reading and writing.
3. Water Sanitation Officer
Responsible for assessment of needs for water and sanitation structures, and ensure that groups of beneficiaries are involved in the installation process of the WASH project activities, keep
full and accurate records of activities, follow up post construction to ensure appropriateness of structure, supervise construction of WASH structures.
Qualifications:
· Technical related education or equivalent professional experience;
· Willingness to work in remote rural settings in the program area;
· Experience middle-range management of sanitation and water programs;
· Computer proficiency (Microsoft Excel and Word);
· Fluent in English, both reading and writing.
4. Team Leader
Responsible for overseeing the implementation of the project in a specific geographic area of responsibility, including planning, budgeting, and oversight of distributions, community
mobilization, planning of water and sanitation interventions, working with government counterparts, and in coordination with the M&E officer carrying out Monitoring and Evaluation and writing reports.
Qualifications:
Possess a relevant university
degree or college diploma and relevant 2-3 years work experience;Experience working with
communities and/or emergency response projects;Some water and sanitation
experience preferred;Fluency in English, both written
and spoken, highly desired;Effective time management and
organization skills including priority setting and responding to program
needs;Effective interpersonal
communication skills including:
Problem-solving skills, being proactive and taking initiative.
5. Communications and Monitoring Evaluation Officer
Responsible for overseeing the monitoring and evaluation of the program, including development of M&E tools and plans, beneficiary and indicator tracking, data compilation and
participatory analysis, contribution to reports and preparation of
communication materials. The successful candidate will have a well-developed ability to conceptualize, plan and implement program activities creatively, as well as the ability to analyze data and utilize lessons learned for the continuous improvement of program implementation and promote a culture of learning.
Qualifications:
Possess a relevant university degree or college diploma
and relevant 2-3 years work experience;Experience with M&E in development settings
required and in emergency settings preferred;Experience working with communities;Computer and data analysis skills;Fluency in English, both written and spoken, highly desired;Effective time management and organization skills
including priority setting and responding to program needs;Effective interpersonal communication skills
including: Problem-solving skills,
being proactive and taking initiative.
6. Monitoring and Evaluation Assistant
Responsible for assisting with the monitoring and evaluation
of the program, including development of M&E tools and plans, beneficiary
and indicator tracking, data compilation and participatory analysis,
contribution to reports and preparation of communication materials. The
successful candidate will have a well-developed ability to analyze data and
utilize lessons learned for the continuous improvement of program implementation
and promote a culture of learning.
Qualifications:
Possess a relevant university degree or college diploma
and/or relevant 1-2 years work experience;Experience with M&E in development settings
required and in emergency settings preferred;Experience working with communities;Computer and data analysis skills;Fluency in English, both written and spoken, desired;Effective time management and organization skills
including priority setting and responding to program needs;Effective interpersonal communication skills
including: Problem-solving skills,
being proactive and taking initiative.
