Palang Merah Indonesia (PMI) welcomes applications from qualified national candidates for the position of External Consultants-Evaluator of ICBRR (Integrated Community Based Risk Reduction) Program in West Sulawesi and West Java.

General Information
Palang Merah Indonesia, supported by The Danish Red Cross (DRC) and DiPECHO has conducted the Integrated Community Based Risk Reduction (ICBRR) Program in 15 Villages in West Sulawesi and West Java (Bogor, Bandung, Karawang and Poliwali Mandar Districts) from August 2008 until December 2009
This program has an overall goal to reduce the impact of natural disasters on vulnerable people most at risk. Following that, this program has a specific objective which is to enhance the capacity of PMI branches and target communities to prepare for, respond to and mitigate the effects of disasters
Objective of Evaluation
The primary objective of the external evaluation is the conduct a systematic and impartial assessment of the ICBRR Programme against the standard evaluation criteria (e.g., efficiency, effectiveness, impact, relevance, sustainability, coverage, coherence).
In addition, the evaluation will have the following specific objectives:
1. Provide an overall objective account of the implementation of the program in terms of the attainment of the objectives and indicators identified in the program proposal (i.e., Single Form/LFA) and in relation to the human and financial resources utilized in its implementation.
2. Solicit, document and articulate the honest and frank assessment of all relevant program stakeholders on the critical factors that have either enhanced or hindered the implementation of the ICBRR program including the key lessons they have learned and their recommendations for implementing similar community based DRR initiatives in the future.
3. Identify, based on the information gathered and conclusions of the evaluation, the areas where improvements can be made and provide a set of practical and implementable recommendations for PMI’s community based disaster risk reduction strategy and model.
4. Provide PMI staff with an opportunity to participate in an evaluation exercise so that PMI’s ability to conduct their own internal program evaluations and reviews in the future is enhanced.
Scope of Work
The scope of work shall be a systematic and objective assessment of the design, implementation and outcome of the ICBRR program. In the course of conducting the evaluation, the consultant will provide a specific focus on the following areas and concerns: Relevance, effectiveness, efficiency, impact, management and partnership, sustainability
Duration
Approximately 22 days, starting on the 4th week of November 2009
The Evaluator should meet the following requirements :
§ Have experience with the design, implementation and evaluation of community based program in rural and urban setting
§ Have experience in evaluating disaster risk reduction program
§ Be able to design an evaluation that will yield significant data and results
§ Be fluent in Bahasa Indonesia
§ Be familiar with ECHO/DIPECHO’s principles and approaches
§ Have experience in working with Red Cross Movement and be familiar with its principles and approaches
§ Be familiar with and respectful to the Indonesian Culture
All reporting will be done in English
