CHF International is looking for Institutional Capacity Development (ICD) Manager in Healthy Market Programs at Makassar.

Position Description

Position Title : Institutional Capacity Development Manager
Reporting to : Program Director, South Sulawesi

Background
The Healthy Markets Program (HMP) is operating in Makassar to reduce the risk of Avian Influenza (AI) being spread from the poultry sector to humans at the traditional market setting. HMP works closely with market stakeholders, government authorities, vendors and customers of the market to raise awareness of the transmission risks and behaviors that contribute to the spread of AI.

Building on the goal of HMP, one objective of the program is to improve the institutional capacity of government agencies and departments. This include enhancing their roles in prevention of disease transmission, establishing plans and policies to respond to National Government initiatives and support the compliance with biosecurity measures in the market value chain.

This Institutional Capacity Development Manager (ICDM) will undertake tasks to assist in the creation and maintenance of an enabling and supportive policy and regulatory environment for the managers of healthy markets and other stakeholders in Makassar. This will include developing a training course on the guidelines to restructuring live bird markets for market management and staff, working with market management to develop policies and regulations in line with national guidelines, promoting and assisting in the development of a cohesive and dynamic multi-sector group of agencies that participate in the management of markets.

Scope of Work
In line with the HMP Annual Plan until June 2010, the ICDM will:

1. Liaise with stakeholders e.g. City Government, Provincial Government, Bapedda, PD Pasar, and all agencies having a market inspection role to develop policy, regulations and procedures that will enhance the environmental health of traditional markets and slaughtering areas in Makassar.
2. Develop, design and implement training programs on The Guidelines to Restructuring Live Bird Market, Poultry and Poultry Product Distribution Chain (KOMNAS guide) to enhance the knowledge, skills, attitudes and capacity of market management and staff in the operation of healthy traditional markets.
3. As appropriate, identify suitable organizations to support and facilitate identified training for Market management and staff to ensure information is relevant and appropriate to the expected goal and outcome.
4. Work with the BCC team, market authorities and vendors to ensure a coordinated response to the delivery of capacity development and skills enhancement training at both the individual and organizational level.
5. Facilitate quarterly multi-sector meetings with government and other relevant agencies in the development of the Makassar Healthy Market Group (a Makassar Kota initiative).
6. Provide follow up to meat inspectors and fire safety training to review implementation of Action Plans Developed in August and July 09 respectively.
7. In liaison with the National Ministry for Preventative Medicine, develop a program for an Indonesia Study Tour and organize logistics for participation in the HMP operational level study tour in Indonesia.
8. Undertake an assessment of training needs for the managers in the markets for any skills update in leadership and management enhancement in the workplace. Develop a training schedule to meet those needs.
9. Other duties as directed by the Program Director of HMP.

Requirements/Experience
The ICDM must have relevant experience in providing training and capacity building to senior government personnel and demonstrate a sound understanding of the protocols and functions of City level administration. Previous experience working within a policy environment with be viewed positively including an understanding of the Healthy Market and Healthy City initiatives. The ICDM must have good communication skills to work with senior levels in government and within a multidisciplinary team with the ability to liaise and network with a range of service providers, including market managers and private sector organisations. Experience working with and supporting government agencies in Makassar will be viewed strongly. Sound financial skills are also required for the monitoring initiative budget.
Tertiary qualifications are essential, preferably in public policy or political science. The ICDM must be motivated and with a flexible working attitude.

Based in Makassar, initially a six month full time position (with probationary assessment at three months), with potential for extension. Anticipated commencement early December 2009.
