IOM Yogyakarta is looking for Community Liaison Assistant according to the term of reference below. Position Title : Community Liaison Assistant

General Functions:
Under the overall supervision of the West Java Head of Sub Office and the direct supervision of the Community and Partnerships Coordinator, he/she will provide technical support to the Project Managers in the implementation of transitional shelter activities in planning, implementing and tracking community participation in line with the overall IOM strategy. In particular, he/she will:
1. Ensure all IOM shelter beneficiary communities are fully informed about program processes, timelines and add on support mechanisms;
2. In coordination with IOM partners, facilitate regular community meetings in IOM T-shelter sites to ensure community members retain a sense of ownership in the process, ensuring early meetings include information concerning:
a. Community complaints mechanism and other accountability tools
b. Field staff Code of Conduct etc
c. Beneficiary Satisfaction Survey, Beneficiary Participation Index etc
d. Any other tools and mechanisms as may be implemented by the PM
3. Ensure regular contact with community level women’s networks in order to bring their needs, concerns and aspirations fully into the t-shelter provision process.
4. Liaise with local government representatives up to village head level, and – if requested by Project Manager or line manager – Camat level (sub-district) to ensure transparency and official endorsement of IOM work in their operating areas.
5. Act as the field level information focal point for IOM community liaison activities, keeping them informed of developments, including related activities by other service providers in our communities, at all times;
6. Work closely with other IOM staff/units as directed by line manager or HoSO
7. Conduct regular and accurate data gathering exercises in support of development of monitoring and evaluation tools and mechanisms.
8. Assist in preparation and engage in beneficiary eligibility surveys, reporting to line manager on identified results
9. Assist in preparation and maintaining an up-to-date beneficiary tracking system useful for planning of overall program activities and regular reporting.
10.Assist in managing the IOM complaint mechanism; whilst supervising the use of IEC material. Promote IOM activities and ensure visibility in the operating areas.
11.Submit activity and site status reports on a weekly basis.
12.Perform other duties as may be assigned
Desirable qualifications:
A combination of experience and training in Development, Community Development or a relevant social, or a university degree in one of these fields plus minimum three year’s experience.
Good understanding of accountability and beneficiary rights. Strong oral communication skills in articulating the programme emphasis of IOM to government and third party stakeholders as well as target beneficiaries. Understanding of importance of data collection and gender indicators in project design and development. Commitment to transparency and rigorous enforcement of accountability mechanisms. Excellent interpersonal skills. Strong time management and self-administration skills.. Computer literate
Language
Good written and spoken English,excellent in Bahasa Indonesian; and good command of Sundanese language will be an advantage.
