General functions
Under the direct supervision of the Project Manager / Head of Sub Office Bandung, he/she will be responsible for the following functions:
1. Design a system for planning the construction of all units and locations. This includes specific needs for beneficiaries’, housing construction and environmentally friendly practices. The system should contemplate preparation of site plans, layout, plotting, cost estimations, BoQs, budget analysis, land certificates and others.
2. Manage relationships with key stakeholders; particularly, with Shelter Partnership agreements/Service Providers (CSP), local NGOs and universities involved in the project.
3. Establish a system for monitoring and evaluating the quality construction with assistance from the Quality Controller, technical experts, universities and local communities.
4. Lead the preparation and implementation of the Safe Construction Training agenda
5. Assess the need and prepare requisitions for the purchase of toolkits for site clearance and construction.
6. Supervise and review records of material distributed and site clearance prior commencing construction activities.
7. Oversee the technical assistance and adequacy of trainings under partnership agreements
8. Coordinate the preparation of tender documentation and in coordination with Procurement department, select the suitable Construction Service Provider/s.
9. Monitor and evaluate the performance of the CSP in accordance with the agreed Terms of Reference outlined in the Service Agreement and purchase orders (PO). This includes regular site/field inspections and coordination with the contractors appointed supervisors for each unit.
10.Provide technical input into the quality control team to ensure there are adequate processes in place for ensuring quality of building materials, construction and water and sanitation facilities.
11.Ensure construction schedules and quality are been met by the contractors and builder.
12.Coordinate with the Operations assistant in ensuring timely completion and handover of constructed facilities to the beneficiaries.
13.Oversee the submission of satisfactory reports by the partners / CSP, and site supervisors such as daily log-books, and Site Coordinators reports.
14.Submit a regular report to the Project Manager/HoSO on shelter construction activities, including the performance of the CSP, targets reached, adjustment made to scheduling, etc.
15.Lead the verification process of beneficiaries land ownership and liaise with other team members and partner organizations for the valid and opportune submission of land ownership certificates and land concessions for the properties and beneficiaries assisted.
16.Provide qualitative and quantitative information in a timely manner to the Project Manager for preparation of situation reports and updates to the donor.
17.Assist in the final and close-out inspection of shelter units built in coordination with CSP and Programme Manager
18.Interface with local authorities concerning any problem generated during the course of implementation of the programme.
19.Represent IOM in relevant forums for enabling construction activities and further report on these to the Project Manager.
20.Undertake other duties that may be assigned from time to time which are commensurate to the position.
Desirable Qualifications
Education, experience and competencies
University degree in Civil Engineering and/or other closely related field. Three to five years of experience in infrastructure planning and construction, including at least two of experience with an international organization and familiarity with building of transitional shelters (humanitarian bamboo usage).
Proven ability to interact effectively with service providers, partner organizations, government officials / local authorities and donors is essential. Ability to manage staff, plan and organize workflows; ability to establish priorities and undertake assigned tasks with minimum supervision. Good drafting ability and communication skills, both oral and written to produce reports. Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds. Able to work independently covering multiple site locations in the field and provide results in short timeframes. Undertake frequent project related travels to the base office. Able to work during weekends and overtime.
Language
Thorough knowledge of English is essential. Domain of Javanese or Sundanese of an advantage.
