IOM Yogyakarta is looking for Partnership and Community Liaison Coordinator according to the term of reference below. Position Title : Partnership and Community Liaison Coordinator

General functions:
Under the direct supervision of the Head of Sub-office (HoSO) in Bandung and in close coordination with the relevant Units in the Mission, the Community Liaison and Partnership Coordinator will be responsible for the following functions:
1. Assist in formulating and reviewing the overall project strategy for implementation, including technical data instruments, methods and timeframes
2. Assist HoSO in the necessary revisions of program approach, partnerships, cross cutting issues.
3. In coordination with HoSO and Partner organizations conduct field visits, meetings and sites/activity verification to all project locations on a regular basis.
4. In coordination with the Head of Sub-office, monitor the implementation and performance of the project and its components; using key documents as the Project Document; IOM rules and regulations; donor guidelines, and other strategic documents
5. Analyze and report opportunely on project activities conducted; and upon the possible deficit between activities reported as undertaken by local partners/ grantees.
6. Liaise and maintain close coordination with the Construction and Safe Construction Awareness trainings; thus ensuring links between material distributed and practical knowledge.
7. Assist HoSO in assessing the progress in the achievement of planned results as per Log Frame. Identify and opportunely communicate major constraints, possible deviations and corrective actions to address those.
8. In collaboration with the partner organizations, develop strategies for ensuring the active participation and women inclusion in community meetings and other activities under the programme.
9. Establish and maintain liaison with project units, local government authorities and national/international institutions, aimed at coordinating and promoting IOM program activities, resource mobilization for new projects and facilitating implementation of ongoing activities.
10. In coordination with the HoSO maintain active participation in the Shelter Cluster meetings and provide regular updates and feedback on developments and strategy.
11. Review completed data sets against data analysis and prepares periodic draft reports on project outputs, indicators and planned activities.
12. Assist the HoSO in preparing and conducting official visits, including donors and government delegations
13. Assist HoSO in preparing a report on regular basis, and for submission to the donor
14. Conduct regular, weekly meetings with project teams and local partners (if requested) to identify, discuss and resolve bottlenecks, challenges, and successes in operation;
15. Assist HoSO in developing and training key personnel of the partners for the aspects such as: identification of beneficiaries; distribution and transportation of materials; construction of the T-shelter; and beneficiary follow up survey.
16. Provide ‘solution focused’ advice to the HoSO in relation to beneficiary identification, assessment, construction, and beneficiary follow-up activities.
17. Assist HoSO in the analysis of local partner/grantee reports submitted in order to streamline project activities and donor reports. Verify partner adherence to duties and tasks as outlined in local partner/ grantee contracts, agreements, scopes of work, etc.
18. Coordinate and undertake monitoring of local partners/consultants, especially in regards to implementation of geographic and demographic assessments; community engagement; material distribution; and other IOM-approved programmatic/operational budgets derived from contractual agreements.
19. Advice HoSO on innovative approaches, methodologies and activities required to monitor, evaluate and comply with the donor guidelines for the project.
20. Initiate the periodic desk review of the program operational and administrative activities; providing recommendations to the HoSO to streamline IOM and local partner/ grantee procedures with a view to increasing effectiveness and efficiency
21. Advise HoSO on recent developments and any situation that may require additional support and/or adjustments of ongoing and planned project activities.
22. Maintain close coordination with the partners and project units/components, ensuring smooth and constant flow of project-derived data from all activities recorded.
23. Ensure that all IOM field and Partner staff complies with IOM’s Operational Guidelines, including the Code of Conduct.
24. Participate in theme group analysis, project technical and partnership meetings, when deemed necessary and /or requested
25. In the absence of and as requested by HoSO, represent and participate in seminars, inter-agency meetings and other meetings, gatherings of beneficiaries and communities.
26. Backstopping of IOM Yogyakarta Monitoring and Evaluation Unit responsible for the JRF funded livelihood centralized database, live report systems, GIS mapping and other crucial project management information systems.
27. Assist in preparation of correspondence and reports on partners’ performance, request for services and related.
28. Perform other duties as may be assigned by HoSO.
Desirable qualifications:
University degree in Humanities and Social Sciences, Business Administration, International Relations or a combination of relevant education and professional experience. At least three to five years experience working on the development and implementation of community-based approaches in development and/or in the humanitarian aid sector.
Computer literate (word-processing, spreadsheet, e-mail exchange). A high level of personal commitment, efficiency, flexibility, drive for results, respects for diversity, creative thinking. Excellent interpersonal skills and demonstrated ability to work effectively in team situations. Ability to establish priorities and undertake assigned tasks within maximum supervision. Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds. Able to work independently and provide creative solutions.
Fluency in spoken and written English is required. Ability to speak Bahasa Indonesia and local language is essential.
