IOM Yogyakarta is looking for Quality Control Assistant (Shelter) according to the term of reference below. Position Title : Quality Control Assistant (Shelter)

General Functions:
Under the direct supervision of the Head of Sub-office (HoSO) in Bandung and in close coordination with Logistics and Procurement Unit, the Quality Controller will be responsible for the quality control of IOM shelter material and monitoring of construction activities carried out in partnership with local organizations. In particular, he/she will:
1. Work in close cooperation with the Procurement/logistics unit and IOM partners to provide specialized advice and resources on Quality Control standards whilst assist them in the dissemination of quality as a ‘core value’;
2. Establish and maintain the required standard product specification and work in line with standard quality controls in accordance to IOM, the humanitarian bamboo forum and the Research Institute for Human Settlement (RIHS) guidelines;
3. Implement and conduct quality control training programme and procedures to IOM and Partner staff relevant to material identification, purchase, transportation, distribution and construction processes.
4. Ensure regular updates on quality standards and compliance as applicable to IOM activities
5. Facilitate compliance of IOM related construction activities with safe construction standards, especially in accordance with Indonesian Building Codes, Sphere Standards, guidelines developed in the framework of the Transitional Shelter Cluster and Internal IOM guidelines.
6. Review procedures to minimize the impact of Quality Control mechanisms on the progress of IOM’s construction activities;
7. Conduct daily on site supervision of all processes and activities related to shelter and material
8. Conduct quality audit to shelter sites, warehouse and material assembly, equipments, processes and procedures applied.
9. Design and implement adequate tracking tools and mechanisms and provide daily, weekly and monthly reports to HoSO
10. Conduct construction commissioning audit on completed shelter units with the project team before hand over to beneficiaries/end users and oversee any necessary technical improvement of shelter units.
11. Assist the Project Manager and the Head of Sub Office in developing appropriate quality standards, procedures and processes to uphold local standards. This includes the use of local language for material and processes involved in procurement, trainings, warehousing, etc.
12. Adhere to IOM Code of Conduct and promote IOM No Fees policy
13. Perform other duties commensurate to the positioned and as may be assigned by line manager.
Desirable Qualifications and Experience:
University degree in Civil Engineering; Industrial engineering and or alternatively a combination of knowledge and experience in construction projects in the humanitarian or private sector. Experience in the humanitarian bamboo forum activities and or previous experience working with Bamboo shelters. Strong command of Indonesian and international standard civil construction standards and regulatory compliance.
One to three years of experience in implementing and monitoring quality control programmes. Good understanding of environmental practices and quality processes (ISO 14000). Good knowledge of quality control procedures. Proficient of computer literacy is required, good knowledge of MS office
Good communication skills. Personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking. Ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Possess strong organizational and communication skills; detail oriented, committed, efficient and flexible.
Thorough knowledge of English; Good command in Sundanese will be an advantage.
