Procurement and Logistics Assistant

CHF International/Indonesia wishes to recruit a Procurement and Logistics Assistant for our “Building Indonesian Livelihoods and Transitional Shelter” (BUILT) program. The BUILT program includes transitional shelter for 5,000 families, 2,500 upgrades to makeshift shelters, latrines for 1,250 households, sanitation and hygiene efforts, and cash for work to help clean up debris. In addition, the program also includes components focused in earthquake resistant construction training for local builders and earthquake risk-reduction education for its beneficiaries.


ESSENTIAL DUTIES AND RESPONSIBILITIES
The Procurement and Logistics Assistant will be responsible for the performance of the common services including logistics and procurement functions of the CHF Pariaman office in accordance with the Organization’s regulations and procedures.

SPECIFIC RESPONSIBILITIES:
· In coordination with Procurement and Logistics Manager and in line with CHF’s established guidelines, develop, implement and maintain the logistics setup for the Pariaman office, such as procurement of office and construction materials, transport, warehousing and fuel management.
· Ensure all procurement activities are fully and transparently documented through FRs, POs, RFQs, Comparative Statements, Bid Analysis, Invoices and Delivery Reports.
· Control and manage all goods and supplies that are used by the Pariaman office to enable the effective, timely and cost-effective implementation of the programs.
· Initiate Invitations to Bid and collect quotations from suppliers as necessary.
· Maintain database of good and reliable service providers (plumber, electrician, locksmith, etc.) and suppliers and assist with establishment of authorized service providers.
· Manage the CHF assets management database/logs on daily basis and prepare documentation and reports for the Procurement and Logistics Manager.
· Oversee/supervise all construction / repair work at the CHF Pariaman office. Ensure all appliances in use including air-conditioning units, generator sets and other fixed assets are working and in good condition.
· Ensure accuracy of the CHF Field inventory database on daily basis and prepare documentation/reports for internal use and submission to HQ. Maintain and update all CHF assets by project code.
· Perform any other related duties as may be assigned.

QUALIFICATIONS
· Basic computer and typing skills; Email, Excel and Word skills are a plus.
· Knowledge of security protocols.
· Flexible in terms of working hours
· Strong interpersonal and intercultural skills.
· Demonstrated ability to maintain accuracy and confidentiality in performing responsibilities


EDUCATION and/or EXPERIENCE

· University degree
· At least 2-3 years of relevant professional experience in procurement/logistics for an international organization or NGO.

LANGUAGE SKILLS
Fluency in written and oral English & Bahasa Indonesia is a must. Preference for ability to speak Bahasa Minang. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.

MATHEMATICAL SKILLS
Basic skills and able to perform job specific mathematics.

WORKING CONDITIONS
Able to sit at a computer and operate a keyboard, for extended periods of time.
