MS Access Database Developer Consultancy

The International Federation of Red Cross and Red Crescent Societies’ (IFRC)
mission is to improve the lives of vulnerable people by mobilizing the power of
humanity. It is the world’s largest humanitarian organization and its millions
of volunteers are active in over 186 countries.

In support of the PMI response to the September 30th 2009 earthquake in
West Sumatera, the International Federation of Red Cross and Red Crescent
societies (IFRC) is currently seeking a candidate for the following position:
MS Access Database Developer Consultancy
Employment Position based in : Padang
Duration : ASAP to 2 months

T-shelter program:

Based on the sheltering response for the 2009 West Sumatera earthquake, PMI, IFRC and
movement partners, developed a community driven sheltering program through the
provision of cash-grants, managed by a community committee, the temporary
shelters are constructed by the community. The T-shelter program is an
integrated early recovery program, complemented with water and sanitation
activities, health promotion and psychological support (PSP). In total the programs will support
approximately 13.000 shelter and 50.000 watsan – health beneficiaries.
To be able to monitor and report the progress of the programs PMI is planning to
develop a MS Access based relational database containing beneficiary,
financial, volunteer and progress data.

. Position Overview.

The Database Developer will report directly to the IFRC Recovery Coordinator and
the PMI Shelter Advisor.

- Work towards the achievement of overall Padang Operation goals through
effective managerial and lateral relations and teamwork.
- Ensure understanding of roles, responsibilities, lateral relationships
and accountabilities.
- Perform other work related duties and the supervisor may assign
responsibilities.
- Comply with the PMI financial and administrative procedures and IFRC
financial requirements.


Main Duties

1. Complete the functional design of the database, a mock up version is available.
2. Develop the database through prototyping, in close coordination with Red Cross program staff within a tight time schedule
3. Organize testing
4. Provide user manuals and training
5. Remain within the budgetary and planning (maximum 2 months) limits

General Duties

· Actively work towards the achievement of the IFRC goals in-country through effective managerial and lateral relations and
teamwork.
· Respect and observe the Code of Conduct and staff regulations.
· Ensure understanding of roles, responsibilities, lateral relationship and accountabilities.
· Abide by and work in accordance with the Red Cross/ Red Crescent principles
· Perform any other work related duties and responsibilities that may be assigned by the line manager

Qualifications and experience required

· Degree in Informatics or business science;
· A minimum of 5 years experience in the development of MS Acces 2003 relational databases. A split database is required tailored for a
multi users environment. Progress spreadsheets from the field need to be imported in the database.
· Passion for humanitarian work, preferably in the Red Cross movement.
· Flexibility is required while development takes place in a dynamic environment.
· Fluent English in speech and writing required.
