Team Leader - Emergency Programs Sindh/Balochistan (217251-927)

PROGRAM/DEPARTMENT SUMMARY:

Mercy Corps has operated in Pakistan since 1986. Mercy Corps’ work in Pakistan originated in its support to Afghan refugee communities focused on providing access to water, health improvement and vocational training for the refugee community in Baluchistan Province. Over the last four years, Mercy Corps has expanded its services to benefit both refugees and Pakistani citizens through improvement of health services, better treatment for infectious diseases, economic development, and emergency relief and recovery activities. Mercy Corps broadened its geographic scope in 2004 through initiating program activities in Sindh Province and after the earthquake of October 2005, Mercy Corps began operations in KPK and AJK. Mercy Corps is one of lead NGOs in Swat District implementing recovery and rehabilitation programs after the 2009 security crises. Mercy Corps currently has offices in Islamabad, Quetta, Swat, Larkana and Sukkur staffed by one expatriate and nearly 300 Pakistani nationals.

The recent monsoon floods in Pakistan are the worst in over fifty years. Flooding has affected over 20 million people across Pakistan, with over 5 million homeless according to the U.N. Some of the worst hit areas are upper Sindh and the adjoining districts of Balochistan Province where over 4.7 million people have been displaced and are living in the open, in camps or with host families. The magnitude of the humanitarian crisis is enormous with a need for immediate assistance from governmental, non-governmental and private entities.

GENERAL POSITION SUMMARY:

The Emergency Team Leader is the senior management position for Mercy Corps Pakistan related to the current flood related IDP crisis in Sindh and Balochistan Provinces. The Emergency Team Leader is responsible for oversight of field assessments and coordination, program development, supervisory and managerial responsibility over emergency response and recovery programs on the ground. The Emergency Team Leader is leads field monitoring and program performance by tracking progress toward specified objectives. This position will have a special emphasis on program leadership and innovation in a post-disaster, recovery setting involving ‘cash for work,’ health, water and sanitation. The Team Leader will need to be highly sensitive to the political dynamics of the region and have relevant security experience.

ESSENTIAL JOB FUNCTIONS:

1. Vision, Leadership and Strategy - Communicate a clear vision of program goals related to current emergency situation and the recovery phase in Sindh and Balochistan; provide leadership and direction to the emergency response; develop a program strategy in collaboration with key team members, to be communicated to all team members, local beneficiaries, local and central government and the international community.
2. Quality Program Development – Oversee emergency assessments and gathering of baseline data. Monitor the on the ground situation as it develops and utilize information for development of quality emergency response and recovery programming. Identify, set priorities and lead the process of program implementation in collaboration with Pakistan team members and Mercy Corps regional and headquarters staff.
3. Team Development: Review the current team composition and identify needs for modifications as appropriate; coordinate deployment of existing team members from existing country resources; recruit new team members as needed. Manage an innovative, informed, motivated and efficient national team.
4. Management and Administration - Oversee management and administration of emergency programming in Sindh and Balochistan; liase with country office programs and operations teams to ensure emergency systems fit into overall country system; ensure utilization of Mercy Corps’ office in a box procedures.
5. Finance, Compliance Management and Accountability - Coordinate and manage program budgets within approved spending levels in the field and ensure compliance with all donor and Mercy Corps rules and regulations.
6. Representation and Diplomacy – With the guidance of the Country Director, Director Relief and Infrastructure Programs and senior national management, develop and maintain both internal and external relationships to ensure optimum emergency program success. Includes Mercy Corps headquarters and regional officers team, international and local NGOs, government officials, vendors, media and the general public.
7. Reporting, Monitoring and Evaluation – Liase with the Monitoring and Evaluation Team to establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use. Ensure timely reporting of progress on programmatic activities.
8. Security – Along with the National Security Advisor, conduct prudent and timely formal and informal assessments of security environment, initiate and/or enforce necessary security protocols balancing program needs with security constraints.
SUPERVISORY RESPONSIBILITY: All Sindh/Balochistan emergency team members.

REPORTS DIRECTLY TO: Director Relief and Rehabilitation Programs.

WORKS DIRECTLY WITH: Mercy Corps Pakistan team; HQ-based Program Operations, Finance and Technical Support Units

KNOWLEDGE AND EXPERIENCE:

- MA/S or equivalent in social science, management, international development
- At least 7 years' experience in international relief and development
- 5-7 years' field-based experience in a senior leadership position building and managing a team of professionals; developing and managing programs, and providing financial oversight
- Experience with donor-funded programs including protocols of one or more of the following donors: USAID/ OFDA, UN, EU, DFID and private donors.
- History of working effectively and respectfully with host country government, INGO and NGO partners
- Experience in highly volatile security situations and a commitment to team safety
- Commitment to the principles of participatory team management and participatory, community-oriented development.
- Effective verbal and written communication, multi-tasking, organizational skills.
- Prior experience living overseas and ability to work comfortably in the Pakistani cultural environment is required.

The successful Emergency Team Leader will apply a strong combination of team leadership, program development and implementation skills in a volatile security and fast-changing environment. The TL will have a strong commitment to teamwork and accountability; the ability to work successfully and respectfully with senior national team members and will maintain a sense of humour in stressful conditions.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

Group living environment in guest housing; must be able to work in an environment with energy, transportation and communication challenges located in Sukkur Sindh Province.

Program Description:

The Alfa Fellowship Program is a high-level professional development exchange program placing up to 10 American and 5 British citizens per year in work assignments at leading organizations in Russia in the fields of business, economics, journalism, law, and public policy. Key goals of the Alfa Fellowship Program are expanding networks of American, British and Russian professionals, developing greater intercultural understanding, and advancing US/Russian and British/Russian relations.

The program includes language training, seminar programs, and extended professional experience. Fellows receive travel, free housing, monthly stipends, and insurance. Russian language proficiency is preferred though not required at the time of application.

The Burma Volunteer Program (BVP) was founded in Thailand in January 2001 to bridge the gap between pro-democratic Burmese organizations looking for assistance and volunteers wishing to donate time and skills toward the creation of a democratic and just Burma.

Since then, BVP has placed more than 400 volunteers whose duties have ranged from teaching English communication and social sciences to report writing and human rights documentation. BVP consistently has volunteer requests from various civil society groups along the Thailand-Burma border. The minimum commitment for volunteers is 3 months, and volunteers are required to attend a 3-day orientation in Mae Sot before starting their placement.

BVP does not charge a program fee, and prides itself on the fact that many volunteers have leveraged their volunteer experience to gain full-time employment with both international NGOs and host organizations at the border. Volunteer positions are non-remunerated, however, accommodation, 2-3 meals per day, as well as local transport (where applicable) are provided throughout the placement. Volunteers are responsible for their own airfare, health insurance, personal costs and incurred travel expenses.

Candidates should be native English speakers, or fluent English speakers with EFL qualifications and/or relevant experience. Demonstrated knowledge of human rights or international politics is a plus.

Wash Program Manager

Solidarités is a non- profit humanitarian association, based in France and governed under the French Law. The organization was created in 1980 under the name of Solidarités Afghanistan to help the people of Afghanistan. Solidarités is nowadays implementing projects in 15 countries all over the world and has been implementing projects in Afghanistan for 30 years. Solidarités’ mandate is to provide emergency relief to countries where populations are dispossessed due to war or natural disasters. Activities consist in supplying essential goods to people in need, when public services and commercial activity have been disrupted and has still not recovered.

Context:

Solidarites in Bangladesh :

SOLIDARITES has been operational in Bangladesh since the end of 2007, after SIDR cyclone. We implemented an emergency response in the field of water, sanitation and hygiene in partnership with a local NGO in Southern part of Bangladesh. After an almost one year project 37,400 persons recovered access to drinkable water, 32,500 persons were trained about the basic rules of hygiene and sanitation and 68,600 persons benefitted from rehabilitation of public water points such as ponds.

In 2009, as 10% of the shelter needs were covered, SOLIDARITES started a recovery program funded by ECHO in the fields of shelter, water and sanitation for the 2000 most vulnerable households in five most affected Unions of Mathbaria. Between January and December 2009, the activities implemented have been the construction of 500 shelters, the rehabilitation of 1700 shelters, the distribution of 1333 family latrines and the rehabilitation of 20 pond sand filter

In June 2009, SOLIDARITES launched a four month emergency response in the aftermath of AILA cyclone bringing relief to 21,100 affected households through water, hygiene and sanitation activities.

After a need assessment in November 2009, a new 12 months project started in January 2010 in the South West part of Bangladesh as early recovery after AILA cyclone. This programme includes a large scope of activities: in shelter, water access and sanitation.

In Teknaf the LEDA project began in March 2010 and a new wash project started mid September 2010 to target vulnerable people in terms of access to water and sanitation in 15 villages around the LEDA site.

Solidarites International has a contingency preparedness plan in place to quickly and adequately respond to emergencies

The mission aims to develop its activity in the field of Food Security in the Dhaka slum and in the AILA affected area, in the field of Wash in Sylhet District (North East of the country) and in the field of water, sanitation and food security in Cox’s Bazar District.

Organization of the mission:

In Dhaka:
- 3 expatriates: 1 Head of Mission, 1 Logistics and Administrative Coordinator and 1 WaSH Coordinator,
- 3 national staff: 1 Admin Deputy, 1 Log Deputy and 1 Cook/ Cleaner,

In Teknaf:
- 3 expatriates: 1 Field Coordinator, 1 Program Manager and 1 Log/Admin,
- 52 national staffs and around 30 permanent Daily workers,

Position:

The WaSH PM will work under the supervision of the Field coordinator with a direct functional link with the Wash coordinator based in Dhaka. He/ She will have under his/ her direct supervision 2 PM deputies, 2 watsan engineers, 2 HP officers and one community facilitator.
The project targets 15 villages with a mix of Rohyingas refugees, Chakma minority and local Bangladeshis living there.
The implementation of this programme is very challenging in so far as the villages are in some remote places but will increase our acceptance towards the local authorities.

Main responsibilities:

- Management of the 2 wash projects
- Reporting in relation to the Field Co and WaSH Programme Coordinator
- Representation and exchanges together with the HoM/ WaSH Programme Coordo and the FCO

Profile:

Experience:

- At least 1 year of field level NGO experience as there are 2 projects to manage
- Extensive experience of project management in developing countries including: project needs assessment, staff management, reporting
- Experience with construction of Water and Sanitation infrastructures and supervising contractors.
- Experience of activity follow-up according to the project schedule and the budget allocated

Skills and qualifications:

- Ability to delegate and to lead and guide the program team towards their objectives
- Confident and proficient in the use of MS Office and internet applications
- Ability to work under stress and time constraint in a remote environement
- Strong sense of tact and diplomacy is required

Languages:

Excellent written and spoken English

Salaried contract

SOLIDARITES will pay for accommodation and travel expenses from the expatriate’s country of origin to the site of the assignment. The Program Manager will receive each month 500 euros amount in order to meet food and other expenses. Social and medical cover: Expatriates are on welfare which reimburses all healthcare expenses (medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Necessary vaccination and antimalarial treatment costs are refunded. Vacation: During the assignment, a system of alternation between work and time off is implemented: SOLIDARITES impose breaks between two working periods. One break every three months. For a one year duration assignment, the expatriate will have a break during the 3rd and the 9th month after the beginning of the assignment (with a 500 euros amount deposited by Solidarités). He/She will also be entitled to go back to France for a 15 day period after six months spent on the mission (Solidarités will pay for travel costs).
