CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.
CARE in Jakarta is currently seeking the consultant for its project:
SWASH Project EVALUATION CONSULTANT
Area of Responsibility:
• The evaluator candidates are requested to submit technical and financial proposal including comments on the Term of Reference prepared by CARE.
• The selected evaluator shall communicate intensively with Project Manager and Program Manager for Sulawesi and Papua Island on the evaluation.
• The evaluator will review all relevant project proposal, periodic reports, technical manuals, social, economic, baseline survey, financial/economic data as well as other supporting documents
• During the data and information collection, the evaluator shall conduct necessary discussion with Country Director, Director of Operation, Program Manager, Project Manager, Provincial Coordinator, Project Specialist, project staff, local NGO, GOI agencies and village communities in two provinces ( South Sulawesi and Gorontalo).
• Conduct field trips to several project sites recommended in two provinces ( South Sulawesi and Gorontalo).
• After the data collection, the evaluator shall prepare an aide memoir and draft of report outline to be presented to selected Project Staff at the first opportunity upon returning from field visits.
• Based on the conclusion from the presentation in point 6, the evaluator will continue analyzing the result of the meetings, discussions and interviews conducted in the fields, analyze the problems that obstruct the progress of the project implementation using related theories, provide recommendations that can be applied practically, review and provide guidance on the outputs of the evaluation.
Evaluator’s Qualification :
Evaluator could be an institution or Individual/personal. The institution must have a confirmed legal law in Indonesia and a personal with the following qualification:
Consultant firm:
1. In the last three years (since 2005-2008) has conducted a community base physical project evaluation.
2. At least has done 2 communities based water and environmental health evaluation.
Individual/personal consultant
1. Person(s) having at least 10 years experience in the field of community based Water and Sanitation and other development programming activities,
2. Person(s) should have backgrounds on community development, Hygiene & Sanitation, Institution and technical matters.
3. Person(s) are mature and able to work independently, have understanding upon international NGOs programming, have analytical skills to identify phenomenon that should be reviewed, able to provide recommendations and inputs in practical way, able to work under pressure, able to work within time frame allocated, willing to work in remote areas (Central Sulawesi, South Sulawesi, and Southeast Sulawesi) and have good health.
4. Person(s) should able to write and speak English very well, and be computer literate
