Disability Programme Development
VSO Indonesia is looking for a consultant to explore potential alternatives for the future direction of the VSO Indonesia Disability programme in 2 new geographical areas:
Interested parties should submit their expression of interest (EOI), no longer than 2 pages, giving:
evidence of how they meet the key competencies listed proposed approach to this consultancy
the charge for the consultancy (fixed amount, in Indonesian Rupiah). The bid must not exceed Rp 75,000,000.

Background
Voluntary Service Overseas (VSO) is an international development organisation that works through volunteers and partnership with local stakeholders. In Indonesia. VSO has been operational since 1968 and is at present working in Java and Bali Islands, Nusa Tenggara Timur (NTT) Province and South Sulawesi through its Livelihood, Health, and Disability programmes.
This consultancy falls under the purview of the disability programme with its current Programme Area Plan (PAP) which focuses on social and economic empowerment for People with Disabilities in the geographical areas of Java and Bali.
VSO wishes to expand this current PAP into the new geographical areas where the other VSO programmes currently operate (South Sulawesi and Flores). The assumption is that due to local conditions in these areas the current PAP and programme focus as it stands will not be totally relevant or appropriate. The aim of the consultancy therefore is to provide information for VSO to make an informed decision on the future direction of the Disability programme in the new geographical areas.
Objective Purpose
The purpose of this work is to explore potential alternatives for the future direction of the programme in Flores (4 kabupatens) and South Sulawesi (2 kabupatens) and give detailed information about how these would work in practice and what we could expect to achieve.
Key questions the consultancy should address
What are the needs of People with Disabilities in the area
How are these needs met? What is currently being done in this area? What are the gaps?
Who are the key players in that area?
What are the priorities of DepSos / DinSos in the area?
What are partners doing?
What would they like to do?
Are the above consistent with good practice in this field?
Can VSO support partners in this? How?
What type of volunteer skills would be needed?
Can we link work with other programme areas? How?
Is there local Government support?
Work plan & timeframe
The piece of work will take be undertaken in the period October-December 2009, with the final report due by 3rd December 2009 and presentation to the VSO Indonesia team 11th January 2010.
It is anticipated that the piece of work will take 40 days to complete, roughly allocated as follows:
6 days - desk research and preparation.
(Week of 26th October) - join VSO Programme Meeting 27th October in Bali
- briefings and interviews with VSO staff
6 days - meeting with existing partners and other key
(Week of 2nd November) informants in Java and Bali
- join Disability Programme workshop 4th and
5th November in Bali
6 days - field visits South Sulawesi (Makassar & Takalar)
(Week of 9th November)
6 days - field visits South Flores (Sikka, Manggarai, Bajawa &
(Week of 16th November) Ende
6 days - field visits Flores (Sikka, Manggarai, Bajawa &
(Week of 23rd November) Ende
6 days - Travel as needed throughout period
3 days - analysis and report writing
1 day - Final meeting with VSO
Week of 11th January
Output
Draft programme area plans outlines including:
Overall goal
Objectives – what changes could we expect to happen as a result of our interventions
Collect background information – statistic etc for the situation with people with disabilities in the geographic area
Possible partners & how we would work with them to achieve objectives
Possible links with other VSO Indonesia programmes (Health and Livelihoods)
Possible usages of National volunteers and their organisations
Recommendations re which geographical area we should start to work in
Recommendations about which type of programme would be the most feasible for VSO in each area and the reasons why.
Risks
Write ups of all meetings & focus groups and findings (in Indonesian or English)
Expertise Required
This assignment will require the services of a dynamic expert who combines the following experiences:
Qualifications:
Minimum Bachelors degree in a relevant subject
Minimum 5 years experience working with local organizations in Indonesia
Fluency in Indonesian and English
Experience organizing and facilitating workshops and meetings
Have a strong personal network with Disability Organizations in Indonesia
Strong assessment and analytical skills
Ability to prepare well-written reports and presentations
Candidates not fulfilling these requirements need not apply.
Payment
VSO will pay a fixed amount for satisfactory delivery of the outputs listed above. This amount will include the consultant’s professional fees and all other costs required to complete the consultancy activities (travel, accommodation, meals, incidentals, communications, office supplies, etc.). The consultant would be responsible for completion of the consultancy within this fixed amount.
The consultant will be paid a fee paid in three installments, one on signature of an agreement for the piece of work, the second after the halfway mark if satisfactory progress is being made and the other upon satisfactory completion of the piece of work and submission of a final report. For each payment, the consultant will submit an invoice.
