The American Red Crosshelps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. As a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and one of more than 20 National Societies working with PMI in Indonesia, the American Red Cross is currently implementing its development programs in Banda Aceh, Aceh Utara, Lamno and Calang with a liaison office in Jakarta.
The work of the American Red Cross in Indonesia is focused on 6 main areas: water and sanitation, community infrastructure, psychosocial support, health (avian flu, community-based first aid, social mobilization and youth red-cross), disaster management and livelihood support. We implement our work directly, through partnership with host national societies, UN agencies and other non-governmental organizations.
The American Red Cross Tsunami is currently seeking a Consultant for Technical Assistant (4 persons) to be based in PMI Aceh representative branches for an 3 month Professional Service Contract
Objective:
The objective of this short term position is to provide technical assistance to PMI Aceh branches in relation to the implementation of the branch Resource Development Strategy and facilitate the establishment of a mechanism for ensuring day to day organisational functions in the branches as part of PMI Organisational development and Capacity building Program
Specific Role and Responsibilities:
* In coordination with AmCross and PMI, to assist in the development and implementation of Resource development (RD) strategy for PMI targeted branches. This includes assisting with finalisation of branch RD strategy in line with the SWOT analysis result and the development of project proposal up to the donor standard.
* To support targeted branches in conducting a donor scan and establishingpartnership & networking with potential donors at the provincial level
* To establish a mechanism to support a day to day function of the basic core machinery of PMI including planning, coordination, M&E, and reporting
* To provide comments on the supports provided to branches and recommend additional supports required
Key Deliverables
1. Final and approved branch Resource Development strategy
2. 1 project proposal for each branch including the assessment results, narrative, budget, log frame, and staffing plan
3. Donor mapping document (it could be as simple as excel or word)
4. Notes of meeting with potential donors
5. Plan and progress report of branch capacity development
6. Monthly progress report (to be submitted to AmCross and PMI
Qualifications Requirement:
* University degree in social studies or relevant field study
* 3 – 5 Years experience in development or organisational development and capacity building or related professional experience at a similar capacity
* Having experience in providing technical assistance for organisation capacity development
* Good level of English, both written and spoken
* Experience in proposal development
* Knowledgeable on organisational management and change
* Strong interpersonal and communication skills
* Ability to work well under pressure and meet deadlines
* Self-supporting in computers (Windows, Spreadsheets, Word Processing)
* Past experience working with Red Cross or NGO is an asset.

Background
Voluntary Service Overseas (VSO) is an international development organisation that works through volunteers and partnership with local stakeholders. In Indonesia. VSO has been operational since 1968 and is at present working in Java and Bali Islands, Nusa Tenggara Timur (NTT) Province and South Sulawesi through its Livelihood, Health, and Disability programmes.
This consultancy falls under the purview of the disability programme with its current Programme Area Plan (PAP) which focuses on social and economic empowerment for People with Disabilities in the geographical areas of Java and Bali.
VSO wishes to expand this current PAP into the new geographical areas where the other VSO programmes currently operate (South Sulawesi and Flores). The assumption is that due to local conditions in these areas the current PAP and programme focus as it stands will not be totally relevant or appropriate. The aim of the consultancy therefore is to provide information for VSO to make an informed decision on the future direction of the Disability programme in the new geographical areas.
Objective Purpose
The purpose of this work is to explore potential alternatives for the future direction of the programme in Flores (4 kabupatens) and South Sulawesi (2 kabupatens) and give detailed information about how these would work in practice and what we could expect to achieve.

Payment
VSO will pay a fixed amount for satisfactory delivery of the outputs listed above. This amount will include the consultant’s professional fees and all other costs required to complete the consultancy activities (travel, accommodation, meals, incidentals, communications, office supplies, etc.). The consultant would be responsible for completion of the consultancy within this fixed amount.
The consultant will be paid a fee paid in three installments, one on signature of an agreement for the piece of work, the second after the halfway mark if satisfactory progress is being made and the other upon satisfactory completion of the piece of work and submission of a final report. For each payment, the consultant will submit an invoice.

To document implementation of BO Project in Tunda Islands, District of Serang
and National Advocacy
I. Background
Building Opportunities project, a co-finance project between European Union and Oxfam GB, is aimed to ensure food and income security for poor and marginalised communities in small islands in Indonesia. To achieve the objective, BO project has three primary focuses, including increasing local organization capacity, increasing food and income security based on CBCRM, and improving access to and control of livelihoods assets and adequate public services for small island communities through regional and national policy advocacy.
Implementation of BO project is needed to be documented both in writen documentation and audio visual documentation version. The documentation explains progresses and achievement; opportunity and challenge of implementation of BO project; and dynamics of community and stakeholders. It means that relevant stakeholders, such as government (district, sub district, and village), civil society, and community could take lesson learned from it. Moreover, succesful aspects of BO project may be considered to be replicated by Oxfam GB and stakeholders in designing new project and implementing similar project in other locations.
To create and make audio-visual documentation, consultant or a team of consultant are needed.
II. Objectives
Documentation (Audio Visual) for popular presentation is aimed to document implementation of BO project in Tunda islands, District of Serang and national advocacy on three bill drafts: food; fishery; coastal and small island management.

A. Purpose of Assignment:
Desk review report on human trafficking and HIV prevention policies and
programmes.
B. Background and Justification:
The trafficking of persons in Indonesia, the fourth most populated
country in the world, is a problem of grave proportions which has
recently received attention from the international community and the
Government of Indonesia (GoI). Indonesia is both a country of source,
transit and origin for trafficking of persons. Data collected from
IOM's Counter-Trafficking Database indicates that the majorities of
victims trafficked within or out of Indonesia are women and children
trafficked for the purpose of domestic work or sexual exploitation.
Furthermore, in a report by IOM Indonesia it is found that 32 trafficked
people were tested HIV positive out of 2,273 (March 2005 to January
2009).
The Asian Women Human Rights Council (AWHRC) has identified the need for
a process-based "Court of Women," which seeks to look at the
issues related to human trafficking and HIV/AIDS. The court will provide
a forum for women and victims of trafficking across Indonesia to share
their stories and build on the achievements and successes of survivors
as a means of identifying coping strategies to address the issues. A
publication summarizing the national mock court process will then be
distributed throughout Indonesia particularly targeting areas with high
prevalence of trafficking cases.
C. Scope of Work:
This consultancy is contributing to the joint IOM, UNDP and UNFPA
project on "Court of Women on Trafficking and HIV: From
Vulnerability to Free, Just and Safe Movement."
The aim of this project is to support the GoI, stakeholders and service
providers, to better address, understand and improve counter-trafficking
interventions and to develop ideas and strategies on how to tackle human
trafficking and HIV/AIDS. The overall objective is to contribute to
enhanced understanding of the increasing vulnerability of women and
girls to trafficking and HIV/AIDS transmission in Indonesia. The project
aims to carry out the following goals: (1) to improve knowledge and
awareness among policy makers and practitioners in the area of
trafficking and HIV/AIDS transmission through analyzing current
legislation and policies; (2) to analyze current interventions (the
anti-trafficking act, national action plans, trainings and workshops to
service providers) and the impact of these on the victims; (3) to
facilitate information sharing, and promote dialogue between rescued
victims of trafficking and practitioners, as a basis for advocacy and
the strengthening of strategies to address these key issues; (4) to
assist in the formulation of concrete and sustainable interventions at
the national, regional and international levels; and (5) to enhance
cooperation and coordination among stakeholders and practitioners to
promote effective action around the issue.
In order to achieve the objectives mentioned above, the tasks to be
carried out by the consultants are as follows:
a. Develop, write up and present the Study Design (including the
methodology for collecting data) of the Desk Review Process to the
Steering Committee – composed of representatives/experts from UNDP,
UNFPA and IOM for approval.
b. Desk review on the following:
· Policies and programmes on human trafficking and HIV/AIDS
throughout Indonesia (with a particular focus on NTB, Bali, and Batam)
and risk of HIV/AIDS transmission.
· Current practices and procedures on addressing HIV/AIDS as
it relates to human trafficking at both the domestic and international
level.
· Current Anti-Trafficking legislation and assess the extent
to which current human trafficking policies are addressing the growing
feminization of trafficking and risks of HIV/AIDS.
· Examples of innovative policy and programmatic interventions
that have already successfully enhanced the positive impact of human
trafficking and the transmission of HIV/AIDS, as well as get input from
NGOs and beneficiaries who have received services.
· Assessments of partners working on trafficking and HIV/AIDS
in the 3 areas of focus. The assessment will be focusing on type of
assistance, working areas and beneficiaries.
c. Produce a final assessment report to be presented at the Court
of Women on Trafficking and HIV.
d. Perform other duties as agreed by the Project Manager (PM).
D. Work Schedule:
The deadline for the submission of the final report is 13 November 2009.
The Consultant will determine his/her final work schedule in accordance
with his/her study design with the approval of the IOM Programme Manager
for Counter-Trafficking and Labour Migration. It is expected that prior
to its submission, the final report have already been thoroughly
reviewed and inputed by other experts, peers and Government counterparts
in the field of HIV and human trafficking.
E. Deliverables/End Products/Expected Outputs:
The following are the expected outputs of this consultancy:
a. Study Design for the Desk Review
b. Final Assessment Report on the Desk Review
F. Payment Schedule:
· 30% of the agreed payment will be paid once the Agreement has
been signed;
· An additional 30% upon delivering the first draft of the
Assessment Report;
· 40% upon receiving the Final Assessment Report, which has
incorporated IOM's comments and have been approved by IOM.
G. Reporting Lines [Type of supervision that will be provided]:
The Consultant is under the direct supervision of the IOM Indonesia
Programme Manager for Counter-Trafficking and Labour Migration.
H. Consultant's Work Plan and Official Travel Involved:
The Consultant is expected to be based in Jakarta, Indonesia with
occasional travel to the field to conduct research. Travel outside
Jakarta should be coordinated and approved by the IOM Programme Manager
for Counter-Trafficking and Labour Migration and subject to the travel
and security policies of IOM. All travel cost in relation to the desk
review will be borne by IOM
I. Consultant's Work Place:
The work by the consultant will be done from home, however, the
consultant will have access to all the resources available in the
Counter-trafficking Unit.
Administration cost for the consultant shall be borne by IOM as part of
the research cost.
J. Qualifications or Specialize Knowledge/Experience Required:
Education
Advance university degree in social sciences or public health, or
equivalent experience. Prior specialization in human trafficking and
HIV/AIDS issues with strong research background and analytical skills.
Experience
Three years of field level experience working in conducting/drafting
research using migration data and information collected through various
interviews, study tours, etc. Strong experience working with Ministries
and Governmental institutions and senior representatives in charge of
human trafficking and HIV/AIDS policy and implementation would be a
distinct advantage, as well as previous experience working in an
international organization.
Competencies
Good knowledge of human trafficking and HIV/AIDS issues. Ability to
conceptualize and design research techniques and analyze complex
practices and impacts covering a wide range of issues regarding human
trafficking and HIV/AIDS policies. Proven ability to carry out

SocMob Consultant
(SocMob) project work together with Indonesian Red Cross (PMI) in conducting
community-based campaigns on health issues pertaining to the communicable
diseases using IEC materials and other activities. Working together with PMI
NAD Chapter and seven PMI branches on east coast and west coast as an
implementing partner, American Red Cross has a mandate of building the capacity
of PMI to design and conduct health projects. Divide one fiscal year into two
rounds in one year (each round consist of six months implementation), each
round the seven branches need to submit proposal to American Red Cross to get
support for their coming program activity. After proposal submission (including
review, revision and re-submission), the branches implement their campaigns,
which is then reviewed and reported upon.
On the first round,
the branches received several trainings from PMI Headquarters (PMI NHQ, PMI Pusat Jakarta) and ARC. The trainings include Project Planning Process, Communication
Training, Finance Training, Information Education and Communication (IEC)
material, and Vulnerability and Capacity Assessment. In the Project Planning
Process training, branches improve their skills in proposal development.
Certain format and structure of proposal given and some exercises were done.
On the second round,
refresher trainings for all those material were conducted at all seven
branches. Seven proposals developed, and entered the process of approval.
For the third round,
an external consultant for proposal developing will closely direct and supervise the
branches, supporting them in every step of the proposal development up to and
including the submission of the proposal to at least one external donor.

The overall purpose of this consultancy is to ensure the development of seven high quality proposals and that they are each submitted to an external donor. The consultant will work to build the capacity and improve the proposal development skills for PMI seven branches in the east and west coasts. By working closely with an experienced professional who will support branches in developing quality proposal, it is expected that the PMI branches will be able to develop their own proposals for future program activities after the ARC-supported SocMob project finishes. In addition to developing proposal skills, the consultant will ensure that the branches get familiar with the donor website already introduced to them and to support branches up to the submission of their proposal to at least one external donor.
I. Clients/Audience:
The target audience includes the PMI NAD Chapter
team and PMI Branch SocMob Committee members in all seven branches listed below,
and ARC SocMob project staff.

activity for all seven branches. It is expected that the consultant will spend
approximately three days in each branch.
4) Help branches to identify potential external donors
using the website, data from donor scanning and information from consultant
experience
5) Support branches to actually submit their proposal to potential external donor
6) Attend the SocMob program review and Sustainability
Workshop to gain information about program implementation in branches from
their program presentation
7) Maintain good communication with ARC Soc Mod, PMI
NAD Chapter and PMI branches by phone and emails about the findings on field
and the progress of activity
8) Develop report about their field activities, findings and suggestions, both in Bahasa and English
9) Follow American Red Cross regulations and code of conduct when doing site visits to branches

The consultant will report to the ARC SocMob Program

Background of the Project
The project "Support to the Indonesian National Police (INP) to
implement its National Community Policing Strategy (POLMAS) in the
context of the National Action Plan on Human Rights (RAN HAM)" is
aimed at contributing to the strengthening of the Rule of Law and
Security in Indonesia, and will be implemented in the framework of the
European Commission (EC) funded project "Strengthening the Rule of
Law and Security in Indonesia".
The overall objective of the project is to improve the capacity of the
Indonesian National Police (INP) to implement its National Community
Policing Strategy (POLMAS) in the context of the National Action Plan on
Human Rights (RAN HAM) 2004-2009. The project will achieve this through
the following specific objectives:
1. Acceleration of the implementation of POLMAS, Human Rights, and
promotion of gender equality among first-line, mid-level and high
ranking officers nationwide.
2. Enhancement of the knowledge and skills of INP police officers in
Community Policing (CP) techniques and on Human Rights (HR).
3. Enhancement of the capacity of the Department of Law and Human
Rights (DLHR) and the RAN HAM national and provincial committees in the
implementation and monitoring of RAN HAM.
4. Stimulation of general police reform, in particular in the field of
recruitment policy and other operational management procedures (change
management)
1. The project will implement the following activity clusters:
• Provide technical assistance in support to the INP to
elaborate strategies and concrete steps for the implementation of POLMAS
• Deliver training sessions on CP and HR with special focus on
the needs of women, victims of disasters/conflict including internally
displaced persons (IDPs) and other vulnerable groups such as the poor
and disabled
• Conduct training sessions for relevant INP and DLHR officials
and RAN HAM Steering Committee members and develop adequate Monitoring &
Evaluation (M&E) tools
• Provide technical assistance to the INP Education and Training
Institutions (LEMDIKTI, PTIK, SESPIM, etc.) in order to increase their
capacity to review and improve national police recruitment policies and
operational management procedures and develop appropriate response
methods to disasters, both natural and man-induced, including
ethnic/sectarian conflicts.
2. Baseline Survey
A baseline survey will seek to establish a concise overview of the
initial situation in regard to the overall and specific objectives and
monitoring and evaluation needs. This will include:
1) The state of implementation of POLMAS;
2) The state of INP implementation of Ran Ham in time span of 2004-2009;
3) A review of how the national and regional RAN HAM Committees are
operating, the type of services provided, the types of reporting coming
out of these committees as well identification of constraints for their
effective functioning.
The results of the baseline survey will also serve to update/refine the
indicators for the overall and specific objectives
This baseline survey will also need to identify the needs at Poldas
within the broad framework of Community Policing and Human Rights,
particularly in line with the recently issued Decision of the National
Chief of Police no. 7, 2008 on the implementation of Community Policing
as basic INP strategy.
3. Output / expected results:
The baseline survey will produce an analytic report identifying the
following:
a. Overall situation in the implementation of Polmas
b. Data in selected INP provinces in Indonesia, view from INP RAN HAM
implementation.
c. Data on in selected DJHR provinces in Indonesia, view from RAN HAM
2004-2009 matrix.
d. Data on national and regional RAN HAM committees
e. Generic INP monitoring tools on the implementation of RAN HAM
2004-2009 matrix.
f. Generic DJHR monitoring tools on the implementation of RAN HAM
2004-2009 matrix.
g. RAN HAM national and regional committees on: how they are
operating, the type of services provided, the types of reporting coming
out of these committees and identification of constraints for their
effective functioning.
4. Coordination
The baseline survey will be conducted under the coordination of the
project steering committee that is composed of representative from INP,
DJHR, IOM and the EC Delegation.
The selected consultant will be the team leader with selected INP and
DJHR as members during the field survey.
The survey will undertake the following steps:
1. Preparation for the survey:
• Core Team workshop to draft design and tools
• Coordination with IOM, DJHR and INP, preparation and draft
design and tools
• Coordination with selected Polda(s) and RAN HAM provincial
steering committees
2. Implementation:
• Finalizing the Survey Design, including detailed guidelines
for field teams
• Workshop/s for national and field teams
• Data collection, including desk studies of documentation at
each selected Polda and other sources.
• Collecting primary data through FGDs, Interviews,
observation and case studies. This is to be done separately for the INP
and DJHR
3. Preparing the survey report :
• Consolidation and analysis of field reports, preparation of
draft report
• Presentation of draft to IOM and project steering committee
• Finalizing the report
5. Methodology
The consultant and team will determine the methodology or may employ a
combination of the following methodologies:
Document Review; Focused Group Discussions (FGDs); Key Respondent
Interviews, etc.
6. Time Frame
Three months. This baseline survey will be conducted during the period
October - December 2009.
Desirable Qualifications:
Education and Experience
a) University degree, preferably in Police Studies, Law, Social Sciences
and/or equivalent policing educational/practical experience;
b) Three years experience with international or governmental programmes;
c) experience in liaising with governmental and diplomatic authorities as
well as with regional, national and international institutions;
d) experience and good knowledge in working directly with law
enforcement/security authorities and/or training projects for such
authorities;
e) significant experience in the survey, development,
management, and evaluation of large donor funded projects, specifically
with meeting its deadlines and milestones.
Competencies
a) Excellent writing, communication, and negotiation skills; ability to
prepare clear and concise reports;

c) ability to supervise, direct, and build the capacity of local staff;

TERM OF REFERENCE
EVALUATION LIVELIHOOD SUPPORT PROJECT
IN FADORO AND BINAKA VILLAGE NIAS 2008-2009
LKM EBENI HAEZERI
BACK GROUND
Rendahnya pendidikan rata-rata masyarakat desa Fadoro dan desa Binaka, juga
kurangnya ketrampilan atau skill pada beberapa bidang seperti dalam budidaya
peternakan dan budidaya pertanian sehingga hasil dari budidaya peternakan dan
pertanian belum maksimal. Disamping itu juga kurangnya permodalan untuk mengembangkan
usaha produktif seperti beternak babi dan budidaya tanaman holtikultur.Kesemuanya ini bermuara
pada rendahnya pendapatan masyarakat petani di desa Fadoro dan Binaka
Kec.Gunungsitoli Idanoi.
Desa Binaka terletak di Kec.Gunungsitoli Idanoi ±19km dari ibukota Kabupaten Nias Induk arah
selatan dengan luas desa sekitar 532 ha dan jumlah penduduk berkisar 450 jiwa
laki-laki dan 675 perempuan (230 KK) hampir seluruhnya pemeluk agama Kristen
dengan mata pencaharian rata-rata bertani palawija/sayuran dengan jenis
komoditi timun, kangkung, bayam, kacang panjang, terung dan cabai, beternak
babi ,sekitar 5% bertani karet, pegawai negeri atau kantoran sekitar 1,7%. Pendapatan
rata-rata petani berkisar Rp.800.000 hingga Rp.1.500.000 perbulan. Di desa ini
belum terdapat sekolah dan rata-rata penduduk tamat Sekolah Dasar, tamat SMU
sekitar 10% dan tamat SMP sekitar 10% dengan angka buta huruf sekitar 20% di
mana hanya sekitar 80% dapat berbahasa Indonesia sementara yang dapat baca
tulis sekitar 60 persen. Secara geografis desa Binaka berada pada pesisir
pantai dan termasuk pada daerah dataran rendah.
Desa Fadoro berada pada perbukitan dengan jarak ±16 km dari kota Gunungsitoli dengan
luas desa ± 450 ha dan jumlah penduduk laki-laki ±417 jiwa dan perempuan ±478 jiwa (167 KK). Sebanyak 80%
pemeluk agama Kristen protestan dan 20% Katolik. Mata pencaharian umumnya adalah petani karet (90%)
sekaligus beternak babi di samping komoditi selingan seperti kakao, pisang, kelapa, pinang dan
cengkeh. Sebagian lagi penduduk desa ini bertani sawah dengan menyewa lahan di
desa tetangganya yang daerahnya datar. Sebagian kecil (3%) bekerja sebagai
pegawai kantor atau PNS (3%) dan lainnya mempunyai pekerjaan musiman sebagai
buruh tukang atau mengangkut pasir dan batu gunung. Pendapatan rata-rata petani
kebun di desa ini berkisar Rp.7.500.000 pertahun dari hasil bertani sawah dan
Rp.624.000 perbulan dari hasil karet ditambah dengan hasil penjualan beberapa
komoditi sampingan dan juga dari ternak babi sekitar 2 ekor x 1.500.000 per tahun.
LKM EBENI HAEZERI sebuah Lembaga Swadaya Masyarakat (LSM) lokal dengan
dukungan pendanaan dari LWR melakukan sebuah project untuk mencoba menjawab
permasalahan tersebut. Dalam identifikasi study terdahulu project ini melakukan
perencanaan untuk periode Agustus 2008 – September 2009.
Tujuan umum yang ingin dicapai selama program di bulan Agustus 2008 –
September 2009 adalah sebagai berikut:
1. Peningkatan ketrampilan dan pengetahuan 110 perempuan penerima manfaat
(72 di Fadoro dan 38 di Binaka) dalam budidaya cabai dan kacang tanah dan juga peternakan babi.
2. Peningkatan kemampuan dan pengetahuan dalam membaca, menulis dan berhitung
untuk 110 perempuan penerima manfaat melalui (1) kelas pendidikan alternative 2 kali sebulan
untuk 12 bulan.
3. Penyediaan bibit ternak babi dan input pertanian lainnya (benih dan alat pertanian kecil)
sebagai hibah untuk 110 perempuan untuk tanaman cabai dan kacang tanah sebagi alat-alat
tambahan untuk mata pencarian.
Pada perode 2008 – 2009 ini LKM melakukan program/project di dua desa tersebut dengan beberapa
kegiatan antara lain :
- Pelatihan/Penyuluhan Reguler Budidaya Ternak Babi selama 10 bulan.
- Melakukan Pelatihan Reguler Membaca – Menulis dan Berhitung ( Calistung ) selama 12 bulan.
- Pelatihan/Penyuluhan Reguler Budidaya Kacang tanah di Fadoro selama 10 bulan.
- Pelatihan/Penyuluhan Reguler Budidaya Cabai di Binaka selama 10 bulan.
- Penguatan kelompok swadaya masyarakat melalui Pertemuan reguler selama 12 bulan.
- Mensupport beberapa input pertanian untuk pertanian kacang tanah dan cabai.
- Mensupport beberapa input peternakan seperti bibit ternak babi,suplemen dan vaksinasi.
ToR ini dimaksudkan untuk dapat dilakukannya evaluasi terhadap kegiatan atau program
yang dilakukan LKM di dua desa tersebut guna mendapatkan gambaran pencapaian out put
atas aktivitas yang dilakukan dan outcomes serta objective dan tujuan yang akan dicapai.
Hasil dari evaluasi ini akan menjadi pembelajaran bagi LKM Ebeni Haezeri dalam melakukan
perbaikan-perbaikan dan juga dalam merancang program yang akan dilakukan oleh
LKM Ebeni Haezeri dimasa mendatang. Untuk menjamin objektivitas proses evaluasi,
maka LKM Ebeni Haezeri akan merekrut konsultan evaluator untuk memimpin proses
evaluasi. Mempertimbangkan proses evaluasi sebagai bagian pembelajaran yang
baik kepada staff proyek, maka LKM Ebeni Haezeri juga akan melibatkan staff
proyek dalam proses evaluasi tersebut.
OBJECTIVE AND RESULTS OF THE EVALUATION
OBJECTIVES
Dari evaluasi ini didapatkan sebuah gambaran tentang perencanaan kegiatan atau program,
implementasinya dan hasil yang diperoleh.Dari hasil evaluasi ini diharapkan LKM Ebeni Haezeri dan
juga LWR mendapatkan masukan dalam pembuatan perencanaan kegiatan dimasa depan
dan juga rekomendasi baik dari evaluator maupun dari masyarakat serta fihak
pemerintah lokal yang secara langsung atau tidak langsung turut bekerjasama
dalam kegiatan ini.
Bagi Masyarakat diharapkan bahwa dalam evaluasi ini juga mereka berperan langsung dalam melakukan evaluasi
terhadap project.Dan bagi pihak pemerintah lokal khususnya dinas yang terkait khususnya
Dinas pertanian dan PPL bagaimana kerjasama yang terbangun bersama masyarakat
dan Lembaga serta perobahan-perobahan yang terjadi dalam masyarakat khususnya
di bidang pertanian dan peternakan dan juga pendidikan.
RESULTS
Evaluasi ini akan menghasilkan jawaban atas pertanyaan berikut :
EFEKTIVITAS yang merupakan tingkat perwujudan dari maksud Proyek.
Tingkat perwujudan tersebut dapat dilihat dari pencapaian output yang ada dalam logical framework, antara
lain:
· Apakah 72 perempuan di Fadoro sudah menerapkan pertanian kacang tanah
secara semi modern (definisi semi modern akan ditentukan
kemudian berdasarkan diskusi dengan LKM dan konsultan evaluasi).
· Apakah 38 perempuan di Binaka sudah menerapkan pertanian cabai secara semi modern.
· Apakah 110 perempuan di Binaka dan Fadoro sudah menerapkan peternakan babi secara semi modern.
· Apakah 90 % dari 110 beneficieries perempuan sudah menghadiri 90 % dari 24 kali kelas Calistung.
· Apakah 80 % beneficiaries perempuan sudah dapat meningkatkan score mereka dari pretest ke posttest.
· Apakah 72 perempuan di Fadoro sudah dapat memanen kacang tanah sebanyak 3.600 kg-3.800 kg kacang tanah
per hektar atau mendapat peningkatan panen kacang tanah 30 %.
· Apakah 38 perempuan di Binaka sudah dapat memanen cabai sebanyak 3.600 kg per hektar
atau meningkat hasil panennya sebesar 30 %.
· Apakah 110 rumah tangga memperoleh peningkatan bobot ternak babinya sebesar 50 % semenjak distribusi.
· Apakah ada 80 % dari 110 ternak babi yang hidup hingga dijual pada usia 8 bulan.
· Dan pertanyaan lain sesuai logical framework
EFISIENSI
Pada bagian ini, identifikasi tentang perbandingan efisiensi antara masukan (input) dari proyek
dengan hasil yang diperoleh baik dari sisi output, outcome maupun di level
objective. Dalam efisiensi, LKM Ebeni Haezeri ingin melihat tentang:
- Apakah Tujuan (objective dan outcome) dari project sudah tercapai dan seberapa besar pencapaianya.
- Apakah Output dari project sudah tercapai atau seberapa besar pencapaiannya
- Apakah input atau sumberdaya yang sudah diberikan oleh LKM Ebeni Haezeri sudah sebanding
dengan hasil yang diperoleh, termasuk apakah biaya per beneficiaries sudah sesuai dengan
perencanaan dan ekonomis.
SUSTAINABILITY
Pada bagian ini, analisa tentang keberlanjutan program, atau bagaimana penerima manfaat dapat bertahan setelah
pelaksanaan program selesai. Beberapa informasi yang dibutuhkan antara lain:
- Apakah petani masih dapat melanjutkan aktivitasnya selama dua tahun kedepan pasca berakhirnya dukungan:
o Financial
o Tenaga kerja dan mekanisasi.
o Biaya pertemuan dan pelatihan.
o Penyediaan trainer/penyuluh.
- Apakah material input dan tenaga ahli akan dapat diatasi oleh beneficieries dan dukungan
apakah yang akan diberikan oleh NGO atau Lembaga Pendamping.
- Bagaimana hubungan kerjasama yang dibangun antara pelayanan pertanian/Pemerintah dengan LKM
Dengan didasari dari identifikasi atas pertanyaan-pertanyaan di atas,
konsultan evaluasi akan memberikan kesimpulan dan menyajikan Rekomendasi untuk
meningkatkan Efektivitas,Efisiensi dan Keberlanjutan dari project.
Metoda pengumpulan data yang akan digunakan dalam evaluasi ini dapat
berupa (tetapi tidak terbatas pada): Observasi langsung,wawancara/interview
individual atau group, wawancara key informan dan study dokumen.
APPROACH
· Evaluator akan didampingi oleh dua orang staff dari LKM dan LWR dalam bentuk Team.
· Pendekatan harus transparan dan dapat diakses.
· Study sebaiknya menggunakan variasi yang luas dari metoda pengumpulan
data: Observasi, wawancara-individual interview, group interview, catatan
pribadi pertanyaan-pertanyaan dan study dokumen, atau menggunakan metoda yang
telah dibangun bersama dengan M&E design atau yang akan didiskusikan lebih lanjut.
· Data akan dikoleksi dari masing-masing tingkatan: Beneficieries, Tokoh di desa lokasi, Staff
Pelaksana, dokumen administratif, Dinas atau Badan terkait atau pegawainya.
· Data akan dikonsolidasikan dan laporan sementara akan didiskusikan hingga laporan final.
· Consultan Evaluasi harus bertanggung-jawab atas isi Laporan Akhir.
FOCUS AND SCOPE, REQUIRED EXPERTISE
Evaluasi akan dipimpin oleh konsultan evaluasi yang akan membawahi staff
LKM sebagai anggota tim. Konsultan harus memenuhi kriteria sebagai berikut:
· S1 Sosial, Ekonomi atau ilmu terkait lainnya (Master Degree lebih disukai)
· Berpengalaman minimal 5 tahun dalam humanitarian organisation
· Berpengalaman dalam evaluasi proyek setidaknya 5 tahun
· Mempunyai keahlian dalam memfasilitasi didalam sessi kelompok dan workshop.
· Berdomisili di Sumatera Utara atau Aceh lebih diutamakan
· Berpengalaman dalam pendekatan evaluasi yang partsipatif
· Lebih disukai yang menguasai bahasa setempat
TIME SCHEDULE AND REPORTING
Evaluasi direncanakan dimulai pada awal Oktober 2009 atau setelah berakhirnya
kegiatan project pada September 2009 setelah laporan akhir dari masing-masing
aktivitas project selesai dibuat. Proses di lapangan di rencanakan pada tanggal
5 Oktober 2009 hingga 12 Oktober 2009 (Skedul terlampir dan dapat dikonsultasikan lebih lanjut).
Laporan diharapkan diterima paling lambat tanggal 30 October 2009.
Format laporan setidaknya mencakup bagian ini:
