CHF International/Indonesia wishes to recruit a Cash for Work Officer for the implementation of key activity components of the "Building Indonesian Livelihoods and Transitional Shelter" (BUILT) program, namely, the management and oversight of Cash for Work projects in program areas. The BUILT program includes transitional shelter for 5,000 families, 2,500 upgrades to makeshift shelters, latrines for 1,250 households, sanitation and hygiene efforts, and cash for work to help clean up debris. In addition, the program also includes components focused in earthquake resistant construction training for local builders and earthquake risk-reduction education for its beneficiaries.

Essential Duties and Responsibilities
The Cash for Work Officer will provide close supervision and material management support to the cash for work projects for the program, and will deal with day-to-day operations and construction progress relating to those projects. The CFW Officer will be entirely responsible for the final selection and vetting of CFW projects, management of beneficiaries, oversight of contractors retained for infrastructure CFW projects, and coordinating with the construction team to align CFW with activities.
SPECIFIC RESPONSIBILITIES
· Select, vet, and finalize plans and project budgets for cash for work projects involving both public works and community infrastructure.
a.. Closely work with procurement and logistics team to ensure that required construction materials are procured and delivered to the respective sites in a timely manner.
b.. Coordinate with community leaders and construction team to design a selection process for CFW laborers.
c.. Submit weekly written updates to the Shelter and Infrastructure Coordinator on progress of the CFW projects.
d.. Ensure CFW activities are selected and implemented according to CHF policy and recognized international standards
e.. Manage construction staff effectively, including appropriate and systemic delegation
f.. Participate in review meetings and assess and discuss the progress of the construction in the context of its targets.
g.. Write BOQs, construction plans, and project plans for larger infrastructure projects, and manage bids and selection of contractors.
h.. Assure that all CFW deliverables are completed by in the required timeframe.
QUALIFICATIONS
· Minimum 5-8 years of Project Management experience working with infrastructure programs in international settings in progressively more senior positions.
· Ability to understand and interpret engineering drawings and bill of quantities.
· Ability to schedule tasks, milestones, deliverables and implement accordingly.
· Must be flexible and willing to work under difficult work and living conditions.
· Ability to maintain performance expectations in diverse cultural contexts and stressful environments
· Demonstrated experience managing cash for work teams and contractors for community infrastructure programs
· Minimum 3-5 years experience supervising and managing a diverse team and commitment to staff development
EDUCATION and/or EXPERIENCE
BA/S or equivalent in Architecture, Engineering, Landscape Architecture or related field required. Master's degree preferable AND 4-6 years of relevant professional experience similar setting and capacity.
LANGUAGE SKILLS
Fluency in written and oral English, Bahasa Indonesia, and Bahasa daerah Minang Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
MATHEMATICAL SKILLS
Basic skills and able to perform job specific mathematics.
