Finance and Administration Manager

CHF International/Indonesia wishes to recruit a Finance and Administration Manager for the “Building Indonesian Livelihoods and Transitional Shelter” (BUILT) program. The BUILT program includes transitional shelter for 5,000 families, 2,500 upgrades to makeshift shelters, latrines for 1,250 households, sanitation and hygiene efforts, and cash for work to help clean up debris. In addition, the program also includes components focused in earthquake resistant construction training for local builders and earthquake risk-reduction education for its beneficiaries.
Specific Responsibilities

The Finance and Administration Manager will be responsible for the overall financial and administrative management related activities under the program including supervision of all of the financial recording, reporting, procuring and budgeting for the project.

Finance Management
· Coordination of day-to-day financial operations
· Maintain accurate monitoring of program expenses related to cash, receivables, payables, accrued and prepaid expenses
· Supervise accounting and payroll staff
· Provide accounting and financial reports as required for management and external agencies.
· Provide Program Director with regular and timely updates on budgets and finances
· Maintain communication with USA Headquarters and the CHF Jakarta office

Administrative Program Management
* Schedule of office meetings and provide documentation of meeting results
* Coordinate visitor agenda, make hotel and plane reservations and provide liaison assistance on such matters with the Jakarta Office for International travel.
* Works with Community Outreach Department to develop display materials depicting the work effort of the Padang CHF program..
* Expedite correspondence: Send and receive correspondence via fax, post, DHL, etc.—and ensuring that any receipts are properly registered.
* Ensure the security of files and other information sources from all non-program parties.
* Maintain up-to-date filing systems, including chronological and subject files.
* Logistics: As required from time to time, this will entail assisting personnel with logistical arrangements (travel, lodging, communications, etc.).
* Supervise staff and duties of the Administration Department in its efforts to provide Human Resources and IT services
* Provide support to expatriates including ensuring visas are valid, identify housing as required and other issues as required
* Produce written end of post handover report

PROFESSIONAL REQUIREMENTS/ QUALIFICATIONS

The Finance and Administration Manager should have most of the following knowledge, abilities, and other characteristics:
· Knowledge and practical understanding of and ability to work within both relief and development NGO contexts
· Use of a range of management tools to ensure effective running of the programs, staff management and development
· Understanding of USAID regulations and the FAR is essential
· Ability to manage financials in complex environments
· Strong interpersonal skills; ability to work with a variety of stakeholders at different levels
· Communications skills – written and oral
· Team working, flexibility and relationship-building skills
· Problem solving skills in day-to-day and crises situations - ability to remain calm under pressure.
· Significant experience in humanitarian assignment
· Fluent in written and spoken English and Bahasa Indonesian languages
· Excellent computer skills, including MS office programs, MS Project
· Experience communicating with and representing a range of people, organizations and cultures
· Ability to reflect on and learn from personal and program performance and act upon lessons learnt
